Originally an estimate of $ 7,500. for new lights was considered however another option involves replacing the existing lights with sodium vapor bulbs, increasing the wattage and also installing an additional pole. Judy Woods commented on the Library Board's positive response to improved light- ing. The on-going concern for adequate parking space will continue to be explored. Westview Terrace Sewer (L. I.D. 322) Wickstrom noted this area, located near the Garrison Creek Reservoir, deals with ___ an u coming_public_hearing on property owners' preference to be on sewer and --- -- --- their concerns to choose annexation versus having to execute a covenant which is a declaration of annexation whereby their right to vote on an annexation is forfeited. The Committee received this as an information item.. Amendment to East Hill Community Well Agreement This item refers to two remaining properties excluded from annexation due to their location on the east side of 104th, north of S. 240th. Wickstrom pro- poses an amendment to the East Hill Community Well Agreement to allow the two property owners to have access to inside water rates providing they remain own.er-occupied. The Committee recommended approval of the amendment. Condemnation - Kent Springs Transmission Main Wickstrom displayed the map showing the location of the line failure requiring the condemnation of three parcels. The proposed option is preferred due to the City's existing right of way. The Committee approved the request for author- ization to proceed. Boeing Request for Crossing City Streets with Unlicensed Forklift The area of concern is Boeing Aerospace East at S. 204th and 72nd Ave. S. A request has been made to cross the roadway with an unlicensed forklift. Author- ization for a permit is recommended but not an exemption from State law. Public Works and Plann*ng Committee • February 13, 1986 Page two Boeing is to comply with the following conditions: No operation of the forklift on the roadway during peak traffic periods; a flagman is required and lights dur- ing night time hours; a Certificate of Insurance and a hold harmless agreement are required. The permit will be written on a 30 day revocable basis. The Committee unanimously recommends approval . Change Order - SR 516 116th Ave. SE ,-6, 132nd Ave. SE Requiring additional funding from unencumbered funds of water utility The City has existing sewer and water lines in this area which the State over- looked in designing. Field design changes resulted in an additional $26,000. which the City is required to pay due to franchise regulations. The Committee recommends authorization for the expenditure. Ordinances - Steve DiJulio reported on the following amendments : a. Fire prevention code amendment prohibiting parking in a fire zone to be consistent with the State's recommended bail schedule which is changing from $ 15. to $20. b. Unlicensed parked vehicles amendment requested by the Police Department to prohibit parking a vehicle on public thoroughfare without proper license and plates now provides for a parking citation to be issued. c. Following are unauthorized parking locations: - SE 260th, Crow Rd bypass from 79th P1 . S to 108th SE - 76th Ave S from S 212th to end of street 64th Ave S from Smith to Meeker St, ,both sides - Russell Rd from James to Meeker - 72nd Ave S from S 216th to S 200th Following traffic regulation: - S. 260th from 97th Ave. S to 108th Ave S Reduced limit to 30 mph d. Unauthorized parking in handicapped parking zones amended to add the correct State statutory reference: 46.16.381 DiJulio noted that the above ordinance amendments would go before the Council as a whole on March 3, 1986. City/State Agreement - SR 515 This agreement is for Kent's share of the street improvements in the amount of $332,516. The City is responsible for the cost of signalization at S. 248th striping; ,street lighting and sidewalks. Also a sewer and water agreement will be brought before the Committee for review. Additional Item - Omission of an approved 1986 budget narrative item,for three employees in the Operations Section of the Water Utility Division to be classi- fied as fully qualified employees following completion of the training period. The Committee recommended authorization to include the budget narrative in the 1986 approved budget. Meeting adjourned 2:55 p.m.
