Brent McFall Bill Williamson Others Present Amy Kosterlitz, Attorney for Trammell Crow Rick Romney, Trammell Crow Lyle Price, Kent News Journal REGULATORY REVIEW REQUEST - DECISION - AUTO SERVICE CENTER IN M-2 ZONE Amy Kosterlitz, Attorney for Trammell Crow presented a revised "Preferred Alternative" in which auto parts sales are included in the permitted uses under gasoline service stations. In response to a query from Jim Harris, Attorney Kosterlitz stated the flexibility of permitting automotive service, maintenance and repair facilities and auto parts sales with or without gasoline service stations would be appreciated. The committee decided to forward this regulatory review request to the Planning Commission with a recommendation of code flexibility. PLANNING DEPARTMENT PERSONNEL REQUEST The committee will recommend approval of the requested additional Assistant Planner position at the City Council meeting of June 2 . Committee members recognize the extensive work program in the Planning Department and the need for additional staff in order to complete the programs in a timely manner. MULTIFAMILY RESIDENTIAL DESIGN REPORT Fred Satterstrom presented an overview of the considerations and recommendations of the Executive Committee on City Design Policy. The primary concerns with the multifamily developments themselves were density, lack of privacy, lack of security, ineffective landscaping, ineffective use of space and lack of building quality. The primary concerns with the development codes were inflexible development standards and high permitted densities. The Committee considered several alternatives. A design review commission was rejected outright. More stringent standards, design guidelines implemented through an administrative review process, and flexible development CITY COUNCIL PLANNING COMMITTEE MINUTES OF 6-2-87 MEETING PAGE TWO standards through administrative review were discussed in depth. The Executive Committee recommended a Density Incentive Option whereby proposed developments below a threshold level would proceed through existing development standards and existing permit procedures. Proposed multifamily development above a threshold level would proceed through alternate, more stringent standards and existing permit procedures or would proceed through administrative review with application of a number of criteria and existing permit procedures. The Executive Committee discussed also developing more stringent guidelines and standards for development at the major entrances to the City. The Executive Committee proposed the process for consideration but did not determine specific requirements at this time. If Mayor Kelleher concurs, Berne Biteman would like the Executive Committee to reconvene to comment on the final report. TREE PRESERVATION ORDINANCE This item was removed from the agenda. GREATER KENT STUDY Several questions remain to be answered before a recommendation is made on the City's annexation policy. Bill Williamson will determine if the City can refuse to extend service within its defined franchise area and whether the City can go outside a known utility area and require compliance with City codes. Berne Biteman and Steve Dowell cautioned that citizen support for annexation might be compromised if service is refused unless there is a commitment to annex. Berne Biteman asked if the property assessed valuation does indeed increase upon extension of utility service. The committee expressed concern that an area can receive City of Kent services and the land can increase in value because of those services, but the City does not govern that land, cannot regulate use of that land, and cannot receive the value from that land. Brent McFall proposed that the committee consider the timetable and boundary lines outlined in the Greater Kent Study; if an area that requests City services lies within the 5-year annexation area, during that five years the request for services must be accompanied by a request for annexation. Similarly, if an area that requests City services lies within the 10-year annexation area, during that ten years the request for services must be accompanied by a request for annexation. Similar requirements would be made of areas adjacent to City boundary lines. Discussion of these issues will continue at the next meeting.
