HomeMy WebLinkAboutCity Council Committees - Planning and Economic Development Committee - 04/21/1987 KENT CITY COUNCIL PLANNING COMMITTEE April 21 , 1987 3:00 p.m. Council Members Present Others Present Judy Woods, Chair Colin Quinn - Centron Berne Biteman Dennis Riebe - Centron Steve Dowell Lyle Price - Kent News Journal Staff Present Jim Hansen Jim Harris Ed Heiser REGULATORY REVIEW - RECREATIONAL VEHICLE PARKING IN MULTIFAMILY ZONES Ed Heiser stated that Centron has submitted .a Regulatory Review request to eliminate the requirement for recreational vehicle parking areas in multifamily developments of 50 or more units. Presently the Kent Zoning Code does not provide an option for eliminating the R.V. parking area if R.V. parking is prohibited on site. Colin Quinn of Centron does not believe R.V. parking areas are a land use compatible with multifamily residential development. Mr. Quinn believes these parking areas should be at off-site locations such as mini storage areas, which areas could have strict regulation of landscaping and other screening. Mr. Quinn stated that only in Kent has Centron been required to provide R.V. storage areas in their multi- family developments and yet Kent allows up to two R.V. units in front yards of single family residential areas. Mr. Quinn passed around photographs to portray what eye- sores these areas can become, especially when viewed by the residents above ground level . Colin Quinn suggests a change to the zoning code providing for an optional R.V. parking area with strict screening regulations versus eliminating the area if R.V. parking is prohibited on site. Dennis Riebe of Centron suggested that by eliminating the R.V. parking area requirement, Centron projects could contain more open space areas. The Planning Committee suggested staff look at the option proposed by Centron, look at the number of zones in which mini warehouses are allowed, and look at landscaping requirements in order to soften the impact of R.V. parking areas and mini warehouse locations. GREATER KENT STUDY This item was added to the agenda by Jim Harris . The Committee agreed to the procedure of first reviewing policies and then work into maps for the Greater Kent Study. NEXT MEETING DATE The next meeting of the Planning Committee is scheduled for May 5, 1987 at 3:00 p.m. The meeting was adjourned at 3:55 p.m.
