REGULATORY REVIEW - DRIVE-IN RESTAURANTS IN M-2 DISTRICT
Mr. Leroy Bowen requested a zoning code change to allow drive-in restaurants in the
M-2, Limited Industrial , zoning district. Because the Planning staff has begun a
review of the East Valley area, the Committee believes it would be premature to approve
a zoning code change at this time. The Committee requested that the Planning staff
consider Mr. Bowen's request when it studies the area and offer Mr. Bowen and others
the opportunity to comment during the study so that the needs of the people in the
industrial area of the East Valley are fully addressed.
H&CD POLICIES
Lin Ball and Dan Stroh presented the proposed 1988 Community Development Program
Policies. The King County Consortium is changing to a calendar year beginning July
1 , 1988 so the 1988 "year" will be six months long. Planning staff drafted the 1988
policies to incorporate the flexibility Kent needs in adopting local program funding
for 1988. Changes to the 1987 policies included addressing pockets of need outside
a strategy area, addressing human service needs, deleting the $1500 limit on grant
assistance in the housing area, including counseling services under health care , and
addressing funding for additional community service facilities . The Planning Committee
will recommend to the City Council approval of the proposed policies with the clarifi-
cation of two sentences as requested by Berne Biteman.
H&CD PASS-THROUGH FUNDING
The new Interlocal Cooperation Agreement governing the King County Block Grant Con-
sortium gives cities which receive over $25,000 in funds the option to receive pass-
through funding (guaranteed amount) rather than compete for the city's entire allocated
amount. Kent's estimated 1988 pass-through funds will be approximately equal to the
funds it received in 1987 under guaranteed and competitive categories . The pass-through
funding option maximizes the city's discretion in use of funds by allowing it to plan
its own programs without having to compete for funds to implement the projects.
Planning staff recommends that the City reserve the maximum amount allowed for Public
(Human) Services (15%) and Planning & Administration (9%) activities . The Planning
Committee agreed to recommend to the City Council the authorization for the Mayor to
sign the new Interlocal Cooperation Agreement with the pass-through funds option and
the maximum reserve for Public Services and Planning & Administration.
