SUBJECT: APPLICATION FOR OPEN SPACE TAXATION
An application has been made, under RCW 84.34, Open Space Agricultural and Timber Lands
-Current Use Assessment - Conservation Futures, by Daniel L. and Nancy C. Streiffert, 10102
S.E. 270 Place in Kent, for a current use assessment for their property.
The application was made as per King County's format for complying with RCW 84.34.
The format for consideration of this application is:
1. Granting authority consists of:
* 3 Kent City Council members.
* 3 King County Council members.
* The granting authority can meet jointly or separately.
2. Evaluation of King County's Public Benefit Rating System.
Staff Recommendation
Staff recommends approval of the Open Space Taxation application made by Daniel
L. and Nancy C. Streiffert as per RCW 84.34 and King County Public Benefit
Rating System for the following reasons:
1. The applicant's have filled out the King County Public Benefit Rating System Form
and have identified the following significant feature on their property:
A. Surface water quality buffer area.
B. Urban or growth area open space.
C. Significant plant, wildlife, or salmonid habitat area.
D. Limited access.
E. Under specific justification, the applicants state:
We will allow Limited-Access to the portion of our property
included in the Public Benefits Rating system due to resource

sensitivity. The portion being proposed has been visited several
times since early 1995 by members of the Rainier Chapter of the
National Audubon Society. It was included in the Rainier Chapter's
1995 Tour of Backyard Wildlife Sanctuaries - 160 people visited in
one day to see examples of how they can enhance urban backyards
as habitat for wildlife.
We will continue to encourage and allow Rainier Audubon and
other similar groups to use the area for educational or research
purposes, especially bird and small animal watching and native
plant identification and possibly enhancement. Projects designed
for children and youth such as school groups using the Audubon
Adventures curriculum would find the area ideal. A one week
notice would usually be sufficient to assure access.
The President and several members of the Education Committee of
the Rainier Chapter visited in September to assess the educational
value of the property and agreed that it would be a useful and
convenient site for such activities.

Dear Mr. White:
Meridian Elementary's LIT (Learning Improvement Team) appreciates the city's concern for
community safety. The public meetings held in April were informative. We are encouraged
that the city is continuing its efforts to improve the safety of our roadways. However, we still
have grave concerns about the safety of students crossing 256th at 140th before and after
school.
We know that a portion of the 256th roadway will be annexed to the city of Kent in July of
this year. As a city official, we are sure that you are aware of the increasing traffic volumes
on 256th as it passes Meridian Elementary. In speaking with King County before the
annexation we were made aware that in the near future 256th will be improved and widened.
We hope you share our concern for the students who must cross this busy arterial daily. We
need to know what the city of Kent's plans are to ensure the safe crossing of our students
now, and especially when the widening improvements of 256th are made.
Although this school year is nearly over, the Meridian LIT will continue next year with this
safety issue as a major focus of concern. We hope to hear from you and would like to
schedule a time in the fall for a city representative to attend one of our meetings. We would
like to discuss solutions to this very important issue.

Re: Citizen Petition/Complaint to Kent Planning Committee
• Dear Ms. McCormack:
Thank you for the information you provided to me during our phone call on June 9, 1997.
As you will recall, the City of Kent was seeking information regarding a previously existing fence
along 108th Avenue.
As we discussed, I have enclosed a copy of the citizen petition to which the City is
attempting to respond. The petition was received by the Mayor's office in August of 1996. The
subject resurfaced during a recent public meeting. One of the primary concerns articulated at the
meeting was the amount of foot traffic on 108th Avenue;however,you have indicated to me that you
have been the Property Manager since 1994 and are unaware of a fence previously existing on 108th
Avenue. The citizens stated that a fence previously existed along 108th Avenue. The citizens
requested the City's assistance in determining whether there were any code requirements that would
require the previous fence to be reconstructed or in identifying any other means available to reduce
the amount of foot traffic on 108th Avenue.
I have since learned from you that reducing the amount of foot traffic along 108th Avenue
is also an objective of the Oakland Executive Center, owner of the Summit Apartments. You
indicated to me that the owner intends to install a fence along 108th Avenue. The fence will be an
iron perimeter fence and gate. The purpose of the perimeter fence is to limit the amount of foot
traffic and to provide security on behalf of the residents. You also indicated that the fence has
already been budgeted and is scheduled to be completed some time in September. I will share the
information that you have provided to me with the Kent Planning Committee.

BLOCKS AT ALL HOURS TO PICK UP RESIDENTS OF THE COMPLEX 108TH
AVE SE INSTEAD OF ENTERING THE COMPLEX. CAR RADIOS ARE PLAYED
AT HIGH VOLUME
4. STAIRS. REMOVAL OF THE STEPS AT 108TH AND 237TH GIVING A
DIRECT ACCESS INTO OUR NEIGHBORHOOD. REMOVAL OF THESE STEPS
WOULD DISCOURAGE USE OF PARKING ON THE SIDE STREET. THERE
WOULD BE NO ACCESS INTO OR OUT OF THE COMPLEX FROM OUR
NEIGHBORHOOD.
