HomeMy WebLinkAboutCity Council Committees - Public Safety (Committee) - 10/14/2008 • KENT W ASHINGTON CITY OF KENT PUBLIC SAFETY COMMITTEE MEETING MINUTES SPECIAL MEETING October 14, 2008 COMMITTEE MEMBERS: Les Thomas, Jamie Danielson, and Ron Harmon, Chair • The meeting was called to order by Chair Ron Harmon at 4:03 PM. • Chair called for additions or changes to the agenda, there were none. 1. Approval of Minutes L. Thomas moved to approve the minutes of the September 9, 2008 meeting. The motion was seconded by J. Danielson and passed 3-0. 2. Drug Free Communities grant award - ACCEPT and Establish Budget Chief of Police Steve Strachan introduced Public Education Specialist Stacy Judd who explained how the grant funds would be used over the five year grant period. J. Danielson moved to recommend that Council authorize the Kent Police Department to accept the Drug Free Communities Support Program grant in the amount of $80,150, and to establish the budget. The motion was seconded by L. Thomas and passed 3-0. 3. Sex Offender Verification Grant, King County Sheriff's Office - ACCEPT and Establish Budget Chief Strachan explained the purpose of the grant and how the funds would be used. L. Thomas moved to recommend that Council authorize the Kent Police Department to accept the Sex Offender Verification grant in an amount not to exceed $61,932.37, and establish the budget. The motion was seconded by J. Danielson and passed 3-0. 4. Washington Traffic Safety Commission grant"Nighttime Seat Belt Enforcement" - AUTHORIZE Chief Strachan explained the purpose of the emphasis and how funds would be used. J. Danielson moved to authorize the Kent Police Department to apply for the Washington Traffic Safety Commission grant in an amount not to exceed $4,000. The motion was seconded by L. Thomas and passed 3-0. S. State Farm Insurance Company grant - ACCEPT Chief Strachan explained the grant funds would be used for car seat inspections. J. Danielson moved to authorize the Kent Police Department to accept the State Farm Insurance Child Passenger Safety grant in the amount of $2,000. The motion was seconded by L. Thomas and passed 3-0. 6. Modular Space Corporation Purchasing Agreement - AUTHORIZE Fire Chief Jim Schneider explained the building will be used by the Emergency Management Division. He credited Deputy Chief Pat Pawlak for his work on this purchase. L. Thomas moved to authorize the Mayor to sign contract for the purchase of a 24' x44' modular office building from ModSpace. The motion was seconded by J. Danielson and passed 3-0. 7. Novelty Lighter Sales - INFO ONLY Chief Schneider introduced Captain Kyle Ohashi who displayed several novelty lighters available for sale in Kent stores. Many lighters are similar to small children's toys and could be easily mistaken for a toy by a child. Captain Ohashi distributed an informational packet on the lighters and asked for council direction on a proposed city ordinance to ban sales of the novelty lighters within the city limits. Deputy City Attorney Pat Fitzpatrick answered questions from the committee members and stated the ordinance could be brought back to committee in November or January. The members agreed that the ordinance should be presented in the near future for a vote. S. Western Peterbilt, Inc. Purchasing Agreement - AUTHORIZE Chief Schneider credited Deputy Chief Pat Pawlak for his work on this purchase. The tractor will be used to tow the hazardous materials trailer, replacing the current unit. L. Thomas moved to recommend the Mayor sign the contract for the purchase of a Class 7 Medium-Duty Tractor from Western Peterbilt, Inc. The motion was seconded by 3. Danielson and passed 3-0. 9. Kentucky Trailer Technologies Purchasing Agreement - AUTHORIZE Chief Schneider explained the 36' trailer purchase, along with the purchase of the tractor from Western Peterbilt, will replace the current 18 years-old hazard materials unit. Both purchases were approved in the 2007 Apparatus Replacement Fund. J. Danielson moved to authorize the Mayor to sign the contract for the purchase of a 36' hazardous materials unit trailer from Kentucky Trailer Technologies. The motion was seconded by L. Thomas and passed 3-0. 10. Pierce County Emergency Management Memorandum of Agreement - AUTHORIZE Chief Schneider explained the renewal agreement allows City of Kent personnel to participate in the DHS/FEMA National Urban Search and Rescue System and specifically, Washington Task Force 1. L. Thomas moved to authorize the Mayor to sign the Memorandum of Agreement between Pierce County Emergency Management and the City of Kent. The motion was seconded by J. Danielson and passed 3-0.
