Meeting called to order at 5:10 p.m. by Acting Chair Leona Orr.
Emergency Medical Services Contract Amendment— Fire
Chief Angelo explained that when the Emergency Medical Services:levy is passed in
King County it goes for a six year period. This is the sixth year of that levy. Annually a
contract amendment is received to adjust the payment amount that the City of Kent will
receive. This amendment changes the amount of$655,720 in 1995 to $661.825 in
1996. The Mayor already has authority to sign the update amendment, but Chief
Angelo wanted to provide this as an update to the Committee. No oction is necessary
at this time.
• Lease Agreements with King County Medics— Fire
Chief Angelo explained that these agreements are being entered into based upon the
need to add a paramedic unit to the Valley and to maintain the current medic unit at
Station 75. The agreement is very similar to the previous agreement that Fire District
#37 had to house medics at the Soos Creek Station. The agreements have received
approval from the City Attorney's office.
Tim Clark moved to approve the lease agreements with King County Medics; seconded
by Christi Houser. Motion passed unanimously (3-0).
Surplus of Fire Apparatus— Fire
Chief Angelo explained that they have taken delivery of a new 105!, aerial ladder truck
and will be accepting two new engine/aid cars with the next few r1ghs. They currently
have a 1981 aerial ladder truck and a 1974 Ford pumper that the ' ' uld like to surplus.
They are requesting to sell these by using a vendor who will plat the apparatus for
sale by consignment. This vendor will advertise via the Internee will allow them
to reach a broader market and get the best price. Per the City A "y, they are
allowed by State law to dispose of such surplused apparatus in w$ys other than going
out to bid.
Tim Clark moved to approve; seconded by Christi Houser. Motion passed unanimously

Ambulance/Emergency Medical Service Ordinance— Fire
Chief Angelo explained that the fire department has commanded and coordinated
emergency medical service response in the City since the City has had a fire
department.
They have maintained a rotation list for ambulance services and transported patients as
needed. There has never been a formal ordinance recognizing these functions and
currently there are no requirements for private ambulance companies operating in the
City to have a City of Kent business license. This ordinance delineates the role,
authority and responsibilities of the fire department related to coordination of ambulance
services in the provision of Emergency Medical Services. The Clty,,kttomey has
reviewed the proposed ordinance and approved of it as to form.
Tim Clark moved to approve; seconded by Christi Houser. Motion passed unanimously
(3-0).
Amendment to Boatina Regulations Ordinance— Law
Roger Lubovich explained that they had previously adopted the King County Code,
however, since then a few changes have been made. These amendments do not
change the use of the lake; it only makes it easier to enforce violations in our own court
system.
Tim Clark moved to approve; seconded by Christi Houser. Motion passed unanimously
(3-0).
Amendment to Boating Reaulations Ordinance/Adding New Subagogn Regulating the
Operation of Personal Watercraft on Lake Meridian— Law
Roger Lubovich explained that it was decided that this item needed;to be discussed
separately because it does change what is currently being done in the City code. There
is concern about safety on the lake with the summer usage, which 10 pretty extensive.
There is concern about the mixed use of jet skis and other uses, plus other issues
related to jet skis. There has been discussion and public meetings poncerning this
situation. Lubovich explained that this ordinance was put together ern the previous
discussions and he then read through the provisions included in the ordinance (see
ordinance).
Leona Orr indicated that due to the Council workshop, they were prossed for time.
Because it appears that the audience was here for this issue, she folt it appropriate to
hold a public hearing to allow people from all sides of the issue to speak. Because this
meeting was not advertised as a public hearing, Orr does not feel it appropriate to vote.
Tim Clark asked if anyone in the audience right now opposes the opation of jet skis.
Due to response, Clark expressed that a full public hearing in front of the full Council
41 should be held.

Leona Orr asked for anyone that wanted to speak now to come to the table and give
their name and address.
Tom Brotherton, 26085 140 AV SE in Kent, is a non jet ski owner.
John Biornsen, 28029 131 AV SE in Kent, is a jet ski owner and business operator.
Stated water skiers pose just as much of a problem and feels that there is a problem
with restricting one usage. I
Robin Rausch, 26430 136 AV SE in Kent, is a Lake Meridian resident. Stated that most
were comfortable in banning jet skis, but felt a compromise would work. Concerned
about safety and property damage.
Tim Clark moved to hold public hearing before full Council in April; seconded by Christi
Houser. Motion passed unanimously (3-0).
Meeting adjourned at 5:50 p.m.
