HomeMy WebLinkAboutCity Council Committees - Public Safety (Committee) - 02/18/1997 MINUTES FROM PUBLIC SAFETY COMMITTEE METING • February 18, 1997 PRESENT: Christi Houser Judge Bob McSeveny Leona Orr Chief Ed Crawford Tim Clark Lori Keller Roger Lubovich Captain Chuck Miller Chief Norm Angelo Meeting called to order at 5:25 p.m. Student Court Presentation — Law Roger Lubovich explained that as a result of inquires by Christi Hower and Judge McSeveny, a committee was established to look at Student Court. Lubovich reviewed the findings of the committee and explained the limitations and benefits. They are currently working with Kent Meridian High School to establish. The Student Court is limited to traffic offenses and is at Kent Meridian only at this time. They are, however, looking at the possibility of expanding to include other issues. Judge McSeveny and Lori Keller explained how the actually process works. Tim Clark questioned the students' ability to actually mount a defense. It was stressed that • Student Court is strictly an option. Clark expressed concern over liability issues that may be associated with it, however, indicated that he is excited about such a program. Keller explained that this is a process for young people to be held accountable in the community. Christi Houser expressed that the school district is very anxious about the program and ready to move on it. Leona Orr advised that she would appreciate updates as the program moves along. Update on Application for Disaster Funds — Fire Chief Angelo provided an update on the application for federal disaster funds from the recent storm. He explained options and methods of application. Sprinawood Substation Lease Renewal — Police Chief Crawford explained that the Springwood Substation lease agreement is up for renewal. All terms remain the same, however it does require the signature of the Mayor. Tim Clark moved to recommend approval; seconded by Christi Houser. Motion passed unanimously (3-0). ADDED ITEMS: • Proposed Jail Services Contract with the City of Bonney Lake— Police Captain Chuck Miller explained that they had been approached by the City of Bonney Minutes from Public Safety Committee Meeting February 18, 1997 Page 2 of 2 Lake about handling their Electronic Home Detention and Work Release individuals. Christi Houser questioned the benefit to the City of Kent and Captain Chuck Miller explained that it would be revenue to the City. Tim Clark moved to approve the proposed contract; seconded by Christi Houser. Motion passed unanimously (3-0). Tim Clark advised that the Council was receiving many calls concerning speed bump installation in the Cambridge area on 46t" and asked Chief Crawford about enforcement. Clark indicated that a group would be attending the next Public Works Committee meeting and he would appreciate any information as to what has already been done. Meeting adjourned at 6:05 p.m. kir
