HomeMy WebLinkAboutCity Council Committees - Parks and Human Services - 05/19/1998 40 CITY OF KENT PARKS COMMITTEE MEETING MAY 19, 1998 Council Present: Chair Judy Woods, Sandy Amodt (for Connie Epperly), Leona Orr (for Rico Yingling) Staff Present: John Hodgson, Lori Flemm, Lori Hogan, Jim McDonald, Ronda Simons, Barbara Ekstrom, May Miller, Charlie Lindsey, Laurie Evezich, Teri Petrole Others Present: Jim Stone, S.S.M.D.; Jackie Reis, South County Journal Chair Judy Woods opened the meeting by introducing Sandy Amod"t, sitting in for Connie Epperly, and Leona Orr, sitting in for Rico Yingling. Park Naming: Through public meetings, telephone calls, and written comment, Kent Ridge Estate neighbors offered numerous names for their neighborhood park. Based on research and discussion, staff recommends the park be named Greenview Park. Councilmember Leona Orr moved to approve the name of"Greenview Park for the neighborhood park located in Kent Ridge Estates. Sandy Amodt seconded, and the motion carried. Parks Capital Plan: Director John Hodgson reiterated that staff has regularly been reviewing major Capital needs of the Parks and Recreation Department with the Parks Committee. Review of the plan and funding options were discussed with the Council Committee of the Whole on May 5. Two options resulted from these meetings; proceed with a bond issue, beginning with a survey of support, or roil the funding into the 19991budget process and Capital Facilities Plan. Within the budget process there would be three levels; 1.) project funding would proceed as money comes into the city, 2.) utilize the second quarter of excise tax, and 3.) pursue available grant money. The committee supported conducting a survey to detect community-support. Past surveys have never included a bond issue with this many projects. It was agreed that the survey needs to envelop a large portion of the Kent population. It'was also determined that it needs to be well written and conducted by a professional. John Hodgson will discuss these options individually with City Council members and will contact neighboring cities with recent survey experiences. Parks Committee Meeting Minutes May 19, 1998 Page Two Kent Activity Center Roof Repair Change Order/Budget Change: Facilities Manager Charlie Lindsey explained the extensive damage from roof rot found at the Senior Center. Charlie requested a budget change of$25,000, including a change order for$15,226, for additional repairs. Staff is pursuing reimbursement from the original roof contractor since the roof is only ten years old. Leona Orr moved to authorize transferring $25,000 from unallocated Capital Funds and approve a second change order of$15,225.00, plus WSST to complete the Senior Activity Center Re-roofing Project. Sandy Amodt seconded, and the motion carried. Riverbend Golf Complex Quarterly Report: John Hodgson, Director of Parks and Recreation and Jim Stone of S.S.M.D. provided the first quarter report for the Riverbend Golf Complex . Jim Stone reported that S.S.M.D. spent the first three months of the contract re- merchandising with Nevada Bob's inventory and renovating the Pro shop. Mr. Stone listed other accomplishments as follows: Two more PGA golf pros were hired as instructors; the new customer service software and equipment is under operation and 21 new pull carts, 12 new motor carts, an additional food cart have all been purchased, and there is a total of 35,000 new balls. Additionally, staff expanded the junior golf program, planned more golf clinics, and established a new caddie program. John Hodgson reported some of the City's accomplishments for the first quarter: staff installed a new computer system for financial reporting, installed an automated ball washing machine, put new mats at Driving Range, installed stall divider nets, extended Driving Range baffle nets, pruned, edged aerified, and sodded. Golf Maintenance staff provided drainage, painting, vertidraining, topdressing and repaired{winter damage to greens. Discussion of certificates and club credits followed. Covington/King County Recreation Program: John Hodgson and Lori Hogan, Superintendent of Recreation and Cultural Services reported that stuff from the City of Kent and the Kent School District have begun to evaluate the programs and use of facilities to decide who should provide recreation services in the School District and the City of Covington. Use of facilities is getting very tight. Space is needed in Covington for participants. City staff will contact King County to cover costs for officials and program staff because the city of Kent needs to recover some of the costs. • �'0 Parks Committee Meeting Minutes May 19, 1998 Page Three Recreation participants are transitioning into Covington from Kent and it is important to participate to a degree and to make it better. The Committee recognized the lack of space for children's activities. Staff will keep Parks Committee informed of progress. Added Item - Fourth of July Celebration: Jim McDonald, Manager of Cultural Services received a call from the Seattle Symphony offering the City of Kent a free outdoor concert on the fourth of July. To accommodate the size of the symphony and participants, Lake Meridian was suggested as the proposed site. The City of Kent would only be responsible for production costs estimated at $9,500.00 for this event. Staff requested direction and approval for funding. Leona Orr moved to recommend the City Council approve contracting with the Seattle Symphony to conduct a concert at Lake Meridian on July 4, 1998, and to establish a budget of$9.500.00 for production costs.
