The meeting was called to order at 12:00 p.m. by Acting Chairman
Robb Dreblow.
Acting Chairman Dreblow introduced Catherine Dixon as the new
Civil Service Secretary and Chief Examiner. Ms. Dixon replaces
Jan Banister, who will return to her position of Administrative
Assistant.
REPORTS
City Attorney, Sandra Driscoll - no report
Fire Chief, Norm Angelo - The 13 recruits have completed
their on-duty training and are ready to go on shift starting
January 28, 1990. Chief Angelo stated that the Fire
Department is very grateful to Ms. Banister for her help and
the high quality of the hard work she gave ,'them.
Police Chief, Frederiksen - no report
Personnel Director, Don Olson - No report
OLD BUSINESS
Acting Chairman Dreblow moved to accept the minutes of the
November 16, 1989 Civil Service meeting. The motion was
seconded and carried.
NEW BUSINESS
Acting Chairman motioned to accept into record the revised
memo from Carole Stevenson, Records Manager asking for
certification of Records Specialists testing procedure. The
motion was seconded and carried.
Acting Chairman motioned to accept into record the letter of 4
resignation of Officer Frank J. Connelly, effective December
31, 1989. The motion was seconded and carried.
Acting Chairman motioned to accept into record the letter
from Chief R. Frederiksen advising that Kathy L. Peters has
accepted the position of Probationary Corrections Officer
effective November 16, 1989. The motion was seconded and
carried.
Acting Chairman motioned to accept into record the letter
from Chief R. Frederiksen advising that Andrew F. Jackson
has accepted the position of Probationary Corrections
Officer effective November 16, 1989. The motion was
seconded and carried.
Acting Chairman motioned to accept into record the letter
from Chief R. Frederiksen advising that Dana 1. Powers has
accepted the position of Probationary Corrections Officer
effective December 1, 1989. The motion was seconded and
carried.
Acting Chairman motioned to accept into record the letter
from Acting Secretary/Chief Examiner asking for
certification of the new eligibility list for positions as
Kent Firefighters. The motion was seconded and carried.
Acting Chairman motioned to accept into record the letter
from Acting Secretary/Chief Examiner asking for
certification of the new eligibility list for positions as
Corrections Officers. The motion was seconded and carried.
Acting Chairman motioned to accept into record the memo from
Chief Frederiksen requesting authorization to initiate the
hiring process for Lateral Entry and Entry Level Police
Officer. The motion was seconded and carried.

Acting Chairman discussed the amended memo from Captain
Byerly dated December 21, 1989, requesting a hearing.
City Attorney stated for the record that the original memo
from Capt Byerly was appealing disciplinary action. The
amendment to Captain Byerly's original memo changes the
appeal to a complaint against a disciplinary action. Under
that procedure the Civil Service Secretary is to review the
letter and make a recommendation to the Commission. Since
there is a changeover of Secretaries and the letter was
received on 21 December, suggestion from City Attorney was
that this be handled as an item at the next Civil Service
Commission meeting.
Acting Chairman motioned that the hearing be scheduled for
the next Civil Service meeting on January 18, 1990. The
motion was seconded and carried.
Acting Chairman motioned to accept into record the
resignation letter from the Acting Secretary, Chief
Examiner, Jan Banister. The motion was seconded and
carried.
Acting Chairman thanked Jan for all the long hours of hard
and well done work that she provided during, the interim
situation.
There being no further business, the meeting was adjourned at
12:18.
The next regular meeting is scheduled for January 18, 1990 at
12:00 in the Council Chambers.
