CIVIL SERVICE COMMISSION SPECIAL MEETING
MINUTES
DECEMBER 15, 1989

The special meeting was called to order at 12:10 p.m. by Chairman
Jarvis.
Chairman Jarvis stated that the interview process for the position
of Civil Service Secretary has been completed. He interviewed the
3 applicants with the highest test results. Based on the interviews
Chairman Jarvis is making a recommendation that the Commission
select Catherine Dixon for the position.
A motion was made by Commissioner Thornton and seconded by
Commissioner Dreblow to accept the recommendation.
Chairman Jarvis acknowledged into the record receipt of a letter
from the Fire Department Union. Jarvis will respond to the letter
this week.
City Attorney Sandra Driscoll noted that the letter was received
just prior to the meeting. But there had been an opportunity for
her to research the concerns raised. Based upon review, the Rules
cited do not apply to the selection of the Civil Service Secretary.
Rule III, Section 1, sets out the process, which is established by
the Commission, according to the criteria that are defined there.
The Commission has placed those eligible candidates on the register
and chosen from that register pursuant to that rule. It was moved
and seconded to enter the test results into the record.
Kevin Kearns expressed his displeasure that the issues raised in
Local 1747 's letter were not discussed before ',the recommendation
was made to the Commission.
There being no other business for this meeting it was adjourned at
12 :25 p.m.
