Barbara Keohane, Corrections Alana McIalwain, Administration Jan Banister, Acting Commission Secretary Carole Stevenson, Police Dept. 2 Others The meeting was called to order at 8:00 a.m. by Chairman Jarvis. REPORTS City Attorney, Sandra Driscoll - announced that Mark Cinkovich, a candidate for the lateral entry police position, plans to appeal the determination that he did not pass the medical portion of his test. That appeal will be heard at the next regular Commission meeting. It was clarified that he did not pass the physical portion of the examination. Fire Department Chief, Norm Angelo - A Graduation ceremony will be held for graduates of the Firefighter Recruit Academy class of Eighty Nine-Four on Nov. 4, 1989, at Tahoma High School. He also reminded everyone that Fire Station 76 will have a formal dedication ceremony on October 20 at 12:00 noon. Everyone is invited. Capt. Miller, representing Chief Rod Frederiksen, who is in Kentucky at a Conference, announced that the last batch of new hires is progressing well. They have entered the third phase of the training program. They are all on a solo basis. The Department will be hiring a Data Entry Specialist. Carole Stevenson will be working with that hiring process. Page 2 Civil Service Minutes October 18, 1989 OLD BUSINESS Chairman Jarvis asked that the September 6th minutes be clarified; they state that "he failed to pass" . They should read, "he did not pass", removing the word failed. With that change, Chairman Jarvis made a motion that the minutes from the meetings of September 6th, 21st and October 12th, be accepted. Motion was seconded and carried. NEW BUSINESS Chairman Jarvis announced that since there were several memos regarding promotions, he would group them under one motion. He read a memo from Asst. Chief Aldridge advising that Firefighter Ken Heintz has successfully passed his First Class exam and has been promoted to First Class Firefighter effective 9/16/89. A memo from Chief Angelo advises that Firefighters Paul Wright and Mark Nordlund have successfully passed their Third Class exams and have been promoted to Third Class Firefighter effective 9/16/89. Asst. Chief Aldridge advised by memo that Firefighters Bob Rush, Rusty Olsen and Brian Kingery have successfully passed their First Class exams and have been promoted to First Class Firefighter effective 9/16/89. He also advised by memo that Firefighter Bob Backstein has successfully passed his Second Class exam and has been promoted to Second Class Firefighter effective 9/16/89. A memo from Chief Angelo advises that Lt. Jim Carroll has successfully completed his probationary period and will maintain the permanent status of Fire Lieutenant. Chairman Jarvis made a motion to accept all the memos into record. The motion was seconded and carried. Carole Stevenson, Records Manager from the Police Department, asked for the Commission's approval to hire a Data Entry Specialist. After some discussion, Chairman Jarvis xoved to accept the process and start the hiring procedure. Mr. Thotnton seconded, and the motion was carried. Barbara Keohane, representing Capt. Dennis Byerly from the Corrections Facility, was next on the agenda regatdin% Corrections hiring. Acting Secretary Jan Banister clarified that attachments regarding the oral board procedure had been removed from the packet on advice of the City Attorney in order to insure the privacy of the questions to be posed to the candidates. Ms. Banister also mentioned that the minutes of the last meeting refer to three and one half positions to be filled in Corrections and this agenda mentions four positions. Ms. Keohane and Captain Miller indicated that the half position had already been approved in the budget. Page three Civil Service Minutes October 18, 1989 Ms. Keohane stated that the positions had been advertised in local newspapers and 700 announcements had been sent out. The procedure was opened on Sept. 25th and closed on Oct. 6th. Actual applicants totaled 157. The written examination will be held on Saturday, Oct. 21. A score of 70% will be necessary to pass and physical agility tests will be administered that afternoon to those passing the written portion of the exam. Oral boards will begin on Monday, October 23. Under other new business, Chief Angelo questioned the job description for Civil Service Secretary being open for only one week. Ms. Banister assured the Commission the matter had been dealt with and would be open to city employees for two weeks. I have been approved to test three months and three weeks early, placing my promotional date at December 26, 1989, with the Commissions approval. Kent Police Department October 10, 1989 To: Jan Banister Acting Civil Service Secretary/Chief Examiner From: Captain Jim Miller V- Subject: Status of Applicant for Current Testing of Lateral Entry, Kent Police Department At the completion of the Oral Board for the c arrent testing process for lateral entry applicants there were four candidates remaining. Based on the scores received in the Oral Board those candidates were ranked as follows: 1. Hoflen, Kent G. 2 . Preysz, Miklos P. 3 . Patterson, David 4. Cinkovich, Mark Douglas (Failed Medical) To date each of the candidates have also participated in three additional phases of the testing process, Polygraph test, Psychological test, and a Medical Physical. Each of these three phases are PASS/FAIL. All of the above candidates successfully completed both the Polygraph and Psychological testing. Mark Cinkovich FAILED the Medical Physical portion of the testing. Dr. Paul Tueffers in his report cited two areas for which he disqualified Mr. Cinkovich (1) Nystagmus & (2) overweight. MR. Cinkovich was advised of the above by Dr. Tueffers at the conclusion of his test. I have advised Mr. Cinkovich that based on Dr. Tueffers report his name was being removed from the qualified applicant list. Mr. Cinkovich advised that he has set up an appointment with- an Ophthalmologist for 10-11-89. It is his intention at this time to challenge his disqualification. I advised him that to do so he needed to contact you for the purpose of requeastiDg to have his request to appeal placed on the agenda of the; next regularly scheduled Civil Service Meeting. He was provided with your name and phone number. Cinkovich. In addition to the medical complications described by Captain Miller's memoradum, Mr. Cinkovich should also be removed from the eligibility list due to information discovered during a background investigation conducted by Lt. William Mitchell. Based upon the information obtained, it is my firm belief that Mark Cinkovich does not meet standards sought by the Police ,Department. Information regarding the background investigation and the basis for removal of Mr. Cinkovich from the list is available to the Civil Service Commission upon request.
