HomeMy WebLinkAboutCity Council Committees - Civil Services Commission - 04/20/1989 0 471/- CITY OF KENT CIVIL 'SERVICE COMMISSION MINUTES April 20, 1989 Members present: Bob Jarvis, Chairman Robb Dreblow Alex Thornton others present: Sandra Driscoll, City Attorney Norm Angelo, Fire Chief Jed Aldridge, Assistant Fire Chief Don Winters, Kent Police officer representing Police Union USWA Local 1088 Sue Viseth, Personnel Analyst Candi Faupell, Commission Secretary The meeting was called to order at 8:03 a.m. by Chairman Jarvis. REPORTS Personnel Director, Mike Webby - absent Police Chief, Rod Frederiksen - absent Fire Chief, Norm Angelo - commented on the recent fire in Auburn; the Kent Fire Department made a significant contribution during the 56 hours involved in fighting this fire; it was noted that no injurits ,were incurred, a great accomplishment in itself; he also expressed his pride in the Department and rec*At 'gaining. The Commission agreed with recognizing this outstanding accomplishment. OLD BUSINESS Chairman Jarvis entertained a motion to approve the minutes of the March 16, 1989 meeting.' ,Motion was made by Mr. Dreblow, seconded by Mr. Thornton,. Motion carried. NEW BUSINESS Chairman Jarvis entertained a motion to eXtend the Eligibility List for Probationary Ptrefighter which expires June 15, 1989, 6 months, with the new expiration date to be December 16, 1989, Motion was made by Mr. Dreblow, seconded by Mr. Thornton. Motion carried. Minutes 4/20/89 (page 2) Chairman Jarvis entertained a motion to accept into the record a letter from the Department of Retirement Systems dated March 16, 1989 regarding the disability of Thomas E. Campbell, Jr. to be classified as incurred in the line of duty; disability retirement allowance is granted effective on or about March 21,1089. Motion was made by Mr. Dreblow, seconded by Mr. Thornton. Motion carried. Chairman Jarvis entertained a motion to accept into the record a memo dated April 13, 1989 from Jed Aldridge, Assistant Fire Chief regarding the promotion of Terry McCartin from Temporary Lieutenant to Probationary Lieutenant, effective April 16, 1989. Motion was made by Mr. Dreblow, seconded by Mr. Thornton. 'Motion carried. The Commission was informed by Fire Chief Norm Angelo, that the Fire Department is planning to test for Fire Lieutenant in July, and for Firefighter in September. The exam and proposed dates will be presented to the Commission at the May or June Commission,meeting. Don Winters of the Kent Police Department and a member of Executive Board of the Police Union 1086 asked to be recognized in order to present the Commission with information regarding the coverage of Record's Specialists and Corrections Officers by the Civil Service Commission. Chairman Jarvis stated that it was unclear as to whether or not the Commission was empowered to make a determination as to the coverage of the Record's Specialists and Corrections officers by the Commission. Mr. Winters stated that it was the right of the Police Union to petition the Commission to study the proposal and history of the coverage, and to make a recommendation. Sandra Driscoll, City Attorney advised that the City Council has the power to �iake a decision regarding coverage and at that this time coverage was being discussed as a bargaining subject.' The Commission could determine whether or not to hear Police Union presentation. Chairman Jarvis, Mr. Thornton and Mr. Problow expressed an interest in hearing the presentation. Mr. Winters was then advised to make the presentation. Minutes 4/20/89 (page 3) The presentation consisted of a request that the Records Specialists and Corrections Officers be represented by the Civil Service Commission with a history of previous status changes and regarding the coverage status of other areapolice department's staff. A copy of the presentation is attached. After discussion, Chairman Jarvis informed Mr. Winters that the Commission would take the matter under advisement, to review the information and will respond at a later date. There being no further business, the meeting was adjourned at 8:15 a.m. Next regular meeting date is scheduled for May 18th at 8: 00 a.m. in the Council Chambers. Respectively Submitted Candi L.
