Richard Ried. In attendance: Commission Members Michele G. Hinz and Joseph A. Street; Chief Angelo, Assistant Chief Aldridge and Lt , Mitchell . Chief Frederiksen appeared later during the-meting. Mr. Street moved to approve the minutes of September 15, 19W as submitted. Ms. Hinz seconded and the motion carried. Chief Angelo reported that the two candidates at the Fire Academy are doing exceptionally well . The Chief stated he has received compltments from the Academy Coordinator on the consistent quality of the candidates and he thanked the Commission and Secretary for helping achieve the constant goaiity of candidates. Chief Angelo informed the Commission that most of the bond projects are going along well . There is a budget request for nine additional firefighters which will allow the engine company back in service in the northend station. He also reported for this year's testing process, without getting into specifics, a generic class was held on test taking. He noted that Chief Fromsdahl and Chief Orndorff have worked hard on the recruitment process and have had very positive results with 10 percent female candidates going on to the physical agility in addition to minorities. Lt. Mitchell , serving as Acting Chief while Chief Frederiksea is attending the Chief of Police conference in Portland, reported that the testing process for police officers is going along well . The physical fitness exam will be conducted next Monday, the 24th. Secretary reported there are 34 candidates for the police physical fitness exam. Copies of revisions to Rule VII, Section 5, were distributed. Chairman had some questions regarding the qualifications for the position of Captain, which he will seek answers to when the Chief or City Attorney is present. Secretary also reported the entrance level firefighter written exam was held on October 10 and 12 and the top 107 candidates will proceed to the physical agility on October 29 and 30. Chief Angelo also noted that Chief Fronsdahl and Chief Orndorff had been working hard by allowing the candidates to practice the physical agility exercise each week and monitoring for property safety procedure. He believes that this will be the most complete testing process to date. The three memos from Chief Aldridge regarding James Lutz's promotion to Second Class Firefighter, Bob Backstein to Third Class Firefighter and Guy Thompson to First Class Firefighter, all effective September 16, 1988, were read. Mr. Street moved to accept the memos into the record. Ms. Hinz seconded and the motion carried. The memo of September 21 , 1988 from Karen Johnson of the Fire Department advising of the employment of Mark Nordlund and Paul Wright as Probationary Firefighters, effective September 21 , 1988, was read.. Ms. Hinz moved, Mr. Street seconded, to accept the memo into the record and the motion carried. The memo of September 22, 1988 from Assistant Chief Aldridge advising of the resignation of Firefighter Russell Albertson, effective September 21 , 1988i was read. Mr. Street moved, Ms. Hinz seconded, to accept the memo into the record. Motion carried. The letter of September 28, 1988 from Chief Angelo to Fire Inspector Jim Carroll informing him of his appointment as Fire Lieutenant, effective October 1 , 1988, was read. Ms. Hinz moved, Mr. Street seconded, to accept the letter into the record and the motion carried. Chief Angelo stated a different approach has been initiated requiring each Probationary Lieutenant to identify a project for, them to complete within a year's time, which will be of practical use in their field with their peers or subordinates. Copies of the letter of resignation frW Commission member Michele Hinz was sent to the other members prior to the meeting She is moving out of the City. Mr. Street regretfully accepted the letter, Ms. ,Hinz seconded, and the motion carried. Mr. Ried extended the Commission's thanks and appreciation to Ms. Hinz. Chairman also extended the Commission's appreciation and congratulations to Battalion Chief Bond for his nomination as Employee of the Month. Upon Chief Frederiksen's presence, Cftaftman asked for clarification on the qualifications for captain. As long as the candidates successfully served one - 4 - year in Kent and served three years as a sergeant or above to 40,0,ther department, he/she will be eligible to take the Captain s test. The next meeting will be at 8:00 a.m., November 17, 1988. Secretary noted the remodeling of the Council Chambers will be started by that date so, the meeting will be held in the 2nd floor Conference Room. Chairman expressed the Commission's desire for an expeditious appointment of a new member and confirmation of those members who are not now officially appointed.
