HomeMy WebLinkAboutCity Council Committees - Civil Services Commission - 01/28/1988 FEB 5 1988 CIVIL SERVICE COMMISSION MEETING MINUTES CITY OF KENTCITY CLERK JANUARY 28, 1988 The regular meeting of the Commission was called to order at 8 a.m. by Chairman T. Richard Ried In Attendance: Commissioner Michele G. Hinz, Assistant Chief Aldridge, Captain Byerly, Battalion Chief Fronsdahl Also Present: Sue Viseth, Personnel Specialist, Firefighter Shepard and Ronald B. Calkins, Firefighter applicant. Commissioner Street was absent due to surgery. Ms. Hinz moved, Mr. Ried seconded to approve the minutes of the December 17, 1987 meeting and the motion carried. Captain Byerly reported on the progress of the second Police Lateral Entry exam where 27 applicants were eligible for the Health Assetsment with only 13 showing and resulting in 3 failures: Three applicants failed their oral board interviews, leaving 7 applicants going on to the polygraph, psychological, and medical exams. The Commission had previously reviewed copies of correspondence regarding Ronald B. Calkins. Mr. Calkins was given the opportunity to speak on his behalf. He stated he wished to re-emphasize that his knees are strong and sound though he has had minor cartilage tears, corrected by surgeries, on his knees. After his surgeries he has kept physically active, ,strved in the military, and his knees are strong and sound. Chairman explained that part 1 of the Commission duties is not only to make sure that he can satisfactorily perform his duties but that the City and State are not goiftq' to be hampered with any physical problems in his case in the future. Secretary's memo was written after di1cussion with the City Attorney whose recoomn4ation is to refer Dr. Kvidera's evaluation back to our examining physician for his interpretation. Mr. Ried made--a motion to refer Dr. Kvidera"s letter back to Dr. Bates for further evaluation. \ Ms-- Hinz seconded and the.. Motion carried. Upon receipt of a reply from the physician, a decision will be given at the February meeting. Ms. Hinz inquired as to how the time schedule will be effected by the delay. Chief Fronsdahl said his only concern is the next date of hire is March 16 to be in time for the next academy. A motion was made and seconded to accept the memo from Chief Fronsdahl and the medical report into the record. Motion carried. Ms. Hinz moved to approve the Police Lateral Entry Eligibility list certified as follows: Marvin Wilson Harry H. Hansen Barry Lewis Laine W. Farr Patricia M. King Karl E. Calhoun Chris H. Call Mr. Ried seconded and the motion carried. Secretary explained that writing of the revision of Rule X is tabled until the next meeting. The letters from Chief Frederiksen dated December 18, 1987 to William G. Griffin, informing him of his employment as Patrolman 2, effective January 19, 1988, was read. An identical letter from Chief Frederiksen to Douglas R. Garrett was also received. His position is Patrolman 3, effective January 19, 1988. Ms. Hinz moved to accept the letters into the record. Mr. Ried seconded and the motion carried. I The Battalion Chief Fronsdahl 's memo dated January 5, 1988, was read, requesting the removal of John C. Mounts$ Adam T. Wingert and Christopher J. Piper from the Probationary Firefighters eligibility list for failing their background investigation and psychological screening, and Gary L. Crawford for failing to appear for his psychological written test. Secretary confirmed for Chairman that the names have been remp d. Ms. Hinz moved, Mr. Ried seconded to accept the memo into the record 'and the motion carried. - 2 - The memo dated January 25, 1988 from Chief Angelo informing of the termination of John P. Nohr, effective January 24, 1988, was read. Ms. Hinz moved, Mr. Ried seconded, to accept the memo into the records. Motion, carriied. Assistant Chief Aldridge's memo dated January 25, 1988 informing, of the hiring of the following as Probationary Firefighters, effective January 19, 1988 was read: Steven W. Parsons, Scott W. Howard, Kurt H. Self, Paul J. Moffat, Michael J. Lant and Martin W. Smale. Ms. Hinz moved, Mr. Ried seconded, to accept the memo into the record and the motion carried. Ms. Hinz moved to accept the letter from Firefighter applicant, Adam T. Wingert, dated January 25, the letters of recommendations, and evaluation sheets from Fire Training Academy, and Secretary's recommendation which were previously provided the Commission. Mr. Ried seconded and the motion carried. Battalion Chief Fronsdahl requested an executive session to discuss this matter. The letter dated January 22, 1988 from Officer Kent M. Curry informing of his resignation on February 5, 1988 (corrected to February 15, 1988 by Police Department) was read. Ms. Hinz moved, Mr. Ried seconded, to .accept the letter into the record and motion carried. The letter from Officer James Koutsky informing of his resignation, effective February 11, 1988, to work for the Seattle Police Department was read. Ms. Hinz moved, Mr. Ried seconded, to accept the letter into the record and the motion carried. Memorandums dat d January 27, 1988 to Lt. Pat Dale and Lt. �i,00b Schneider informing the,�of their successful completion of their probationary periods f were read. /Ms. Hinz moved, Mr. Ried seconded, to accept the memorandums into the record. Motion carried. The next meeting\dWq is scheduled for Thursday, February 18, 1988 in the Council Chambers. At this time the meeting went into egecutive session to discuss Mr. Wingert's case and other personnel matters. - 3 - Meeting reconvened at 8:43 a.m. and Ms. Hinz moved to deny Adam T. Wingert's appeal and confirm the removal of his name from the Firefighter eligibility list. Mr. Ried seconded and the motion carried. Secretary will notify Mr. Wingert of the decision. Ms. Hinz moved to accept the memos of January 22 from Chief Angelo to Dan Hertlein and the memo of January 26 to Terry McCartin into the record. Mr. Ried seconded and the motion carried.
