CIVIL SERVICE COMMISSION MINUTES,

The regular meeting was called to order by Chairman T. Richod Ried, at 8 a.m.
Also in attendance: Commissioners Michele G. Hinz and Jose0h A. Street, Police
Chief Frederiksen, Asst. Fire Chief Berg, Capt. Byerly, and
Battalion Chief Fronsdahl . Personnels Analyst Powell and
Firefighter Shepard were also present, Melvin R. Miller,
Lateral Police applicant was also in ittendance.
Mr. Street moved to approve the minutes of the meeting of August 27, 1987, as
submitted. Ms. Hinz seconded, and the motion carried.
Assistant Chief Berg reported that three new firefighters, ft orted for duty
yesterday, and a memo will be forthcoming.
Mr. Miller was present to learn of the Commission's decitiin,'ow his request to be
placed back on the police lateral entry eligibility list{ H14s- blood pressure
readings from the Department's physician was acceptable. 1hh response to the
Chairman's question, Chief Frederiksen stated, based on thelt, &tost medical
examination showing Mr. Miller's blood pressure, now qualf014s, him under the Loeff
standards. He recommended that Mr. Miller be placed back *n the eligibility list.
However, Chief Frederiksen cautioned Mr. Miller, as well as advised the Commission,
that his background investigation's had not been completed.,�which will be resumed.
Mr. Miller thanked Chief Frederiksen for his recommendatim-,,and expressed his
appreciation to the Commission for their consideration. He said he felt that his
initial high blood pressure reading was due to anxiety, but both doctor's reports
showed he is within the normal limits, and expressed his d6sire' to work for the
City of Kent.
Ms. Hinz moved to place Mr. Miller back on the police lateral-entry eligibility
list. Mr. Street seconded, and the motion carried.
The memo of September 8, 1987, from Chief Angelo, informing of the promotion of
Battalion Chief Jed Aldridge to the rank of Assistant Chief, effective September 1,
1987, was read. The memo also informed of Lt. Kenneth Weatherfll 's promotion to
the rank of Battalion Chief, effective September 12, 1987. Ms. Hinz moved, Mr.
Street seconded, to accept the memo into the record. Motion,,carried.
The memo of September il, 1987, from Battalion Chief Fronsdahl ,requesting the
removal of Michael A. Mixon, Richard E. Elliott, and James '!! Swift from the
firefighter eligibility list was read. Mixon's psychologies: exam report was
unsatisfactory, and Elliott and Swift took positions with.,;opr, ,departments. Mr.
Street moved, and Ms. Hinz seconded, to accept the memo ,14 ' bd record. Secretary
confirmed for Chairman that their names have already been rued, according to the
rules.
The letter of resignation, dated September 13, 1987, from'Officer Patrice Gionson, a
and the memo, dated September 14, 1987, from Chief Frederiksen, were read. Mr.
Street moved, Ms. Hinz seconded, to accept the correspondence into the record.
Motion carried. Chief Frederiksen noted that Ms. Gionson was able -to return to the
Honolulu Police Department.
The letter of September 9, 1987, from firefighter Roger Stubblefield, informing of
his resignation effective the same date, was read. Ms. Hinz moved, Mr. Street
seconded, to accept the memo into the record. Motion carried.
The letter of September 15, 19870 to Ernest G. Snodgrass, informing of his
employment as Patrolman II, effective October 12, 1987, was read. Ms. Hinz moved,
Mr. Street seconded, to accept the letter into the record. Motion carried.
The memo of September 17, 1987, from Assistant Chief Berg, was read. It informed of
the completion of the probationary period of Firefighters John Lytle and James
Lutz, effective September 16, 1987. Mr. Street moved to accept the memo into the
record. Ms. Hinz seconded, and the motion carried.
Secretary noted, even though it is a State law, the requirement of U.S. citzenship
is not in our rules. She stated, we have been requiring citzenship in our
employment process on our application, forms and announcements. Secretary noted
that the City Attorney has been made aware of this, and she is willing to draft an
amendment to include the requirement. Ms. Hinz moved to direct the City Attorney
to investigate and prepare the necessary rule changes. Mr. Street seconded, and
the motion carried.
The next regular meeting is scheduled for Thursday, October 15, 1987, at 8 a.m. in
the Council Chambers. (Because of the Civil Service conference scheduled for
October 15, 1987, the meeting was later changed to Thursday, October 22, 1987) .
Mr. Street moved to adjourn the meeting and Ms. Hinz seconded. Meeting adjourned
at 8:30 a.m.
