CIVIL SERVICE COMMISSION MINUTES
CITY OF KENT
CITY CLERK August 27, 1987
The regular meeting was called to order by Chairman T. Richtr! _,Ried, at 8 a.m.
Also in attendance: Commissioner Joseph A. Street, City Attq"ey Driscoll, Chief
Angelo, Chief Frederiksen, Asst. Chief.Aerg, Capt. Byerly,
Acting Assistant Chief Aldridge, Batteilion Chiefs Bond and
Fronsdahl, and Lt. Kearns. Commissioner Michele G. Hinz
arrived shortly after the meeting convened.
Mr. Street moved to approve the minutes of the meeting of July ,16, 1987, as
submitted. Mr. Ried seconded and the motion carried.

A memo of July 28, 1987, from Chief Frederiksen, requesting the' romoval of Melvin
R. Miller, for high blood pressure, Larry Dunn, Gay N. Mattson , and Steven Woodard,
for background information, from the' lateral entry police officer eligibility list,
was read. Secretary confirmed for Chairman, that the names,'hav+e been removed from
the list. Mr. Street moved, Ms. Hinz seconded, to accept them mp into the
record. Motion carried.
The letter, undated but received August 19, 1987, from Melvi�--,R. Miller and a note,
dated August 17, 1987, from Dr. Peter Littlewood of Group He4flth Cooperative, were
read. Mr. Miller requested reconsideration of his eligibility of, a position on the
lateral entry police officer eligibility list because his blood pressure readings
for the past two weeks have been within the normal range. D1r.."L.ittlewood's note
listed Mr. Miller's blood pressure readings, and he stated t t, Mr. Miller is
normotensive. Mr. Street moved, Ms. Hinz seconded, to accepts heicorrespondence
into the record. Motion carried. When asked for the Police Department's
recommendation, Chief Frederiksen responded that he would waht1to have Mr. Miller
re-examined by another doctor to show that he does not have b,i#h blood pressure
before he would be re-considered. Ms. Hinz moved to authorize: a re-examination of
Mr. Miller's blood pressure. Mr. Street questioned if Mr.,- 014,11erwould be placed
on the list before anyone else; to which, Chief Frederiksendresponded that he would
be placed on the top of the list as he was number 2 on the original list. When
questioned, City Attorney Driscoll responded to Mr. Street that the procedure is
appropriate. Mr. Street seconded the motion, and the motion carried.
Letters to the following newly-hired police officers were read: William Robnett,
Patrolman II, effective August 1791987, Steven P. Kelly, Patrolman III, effective
August 17, 1987, Steven A. Tamanahar Patrolman II, effectivd*,Auk $t 179 1987, Bruce
A. Weissich, Patrolman II, effective August 24, 1987, and Pakr��c ,M. Gionson,
Patrolman III, effective September 1, 1987. Mr. Street movIx: M0: Hinz seconded,
to accept the letters into the record. Motion carried.
It was moved by Ms. Hinz, and seconded by Mr. Street, to approve the Assistant Fire
Chief eligibility list as follows:
John E. Aldridge
Larry A. Webb
Albert 0. Bond
Donald C. Fronsdahl
Motion carried.
Chief Angelo commented that he was very 'impressed with the outstanding performance
of the candidates and the hard work of the evaluators. He thanked the Commission
for an outstanding test and the support of the Secretary.
The date of the 1987 Civil Service- Conference is scheduled for Thursday,
October 15, in Olympia. Mr. Street moved to authorize the expenditure of the
registration fee for those who will attend. Ms. Hinz seconded and the motion
carried.
The letter received July 30, 1987, from Firefighter Gary R. Read, requesting
permission to take his lst Class Firefighter test on or about October 15, 1987, was
read. Ms. Hinz moved to approve the request pending receipt of the confirmation by
JATC. Mr. Street seconded, and the motion carried.
The memo of August 3, 1987 from Chief Angelo, informing of the promotions of
Phillip Herrera, and Greg Markley to Firefighter 1st Class effective August 1,
1987, was read. Mr. Street moved, Ms. Hinz seconded, to accept the memo into the
record. Motion carried.
The memo of August 17, 1987 from Chief Angelo, informing of the promotion of
Patrick Pawlak to Firefighter 2nd Class effective August 16, 1987, was read. Mr.
Street moved, Ms. Hinz seconded, to accept the memo into the record. Motion
carried.
The memo from Assistant Chief Berg, dattd��August 24, informing of the promotions
covered in the previous memos from Chief°Angelo, was read. Ms. Hinz moved to
accept the memo into the record, Mr. Street seconded, and the motion carried.
The next regular meeting is scheduled fm,Jhursday, September 17, 1987 at 8 a.m. in
the Council Chambers.
Mr. Street moved to adjourn and Ms. Hinz seconded. Meeting adjourned at 8:25 a.m.
