February 24, 1987
The regular meeting was called to order by Chairman T. Richaaro Ried at 8 a.m. In
attendance: Commissioners Michele G. Hinz and Joseph A. Si:redt', City Attorney
Driscoll, Chief Frederiksen, Captain Byerly, and Battalion Cfii f Fronsdahl .
Referring to the minutes of January 19, 1987, Mr. Street mov "to, correct the fifth
and last paragraphs by deleting "but in executive session the'dammission will be
interested in the reason for removal". The last paragraph- is Corrected to read "at
8:30 a.m. the meeting went into executive session to discuss pOrsonnel matters".
Also included in the motion, he moved to approve the minutes -as corrected in accor-
dance with the City Attorney. Ms. Hinz seconded and motion carried.
Battalion Chief Fronsdahl reported that interviews will be conducted with the top
nine Firefighter candidates in the process for hiring. He alsd reported the
removal by the Secretary of the following names from the Firefighter Eligibility
List: Robert A. Venera, withdrew; Robert G. Vellias, failed 'rdical exam; Andre
Yoakum, failed psychological exam.
Chief Frederiksen reported having hired four individuals frot' 'the entry Police
Officer Eligibility List.
Captain Byerly reported the following names have been remove& from the law enforce-
ment eligibility list based on the psychological report: Ja ,s R. Kinnunen,
Victoria M. DeVault, Craig T. Gillio, and Everett A. Denney.' Robert E. Holmes was
removed because he extended his military commitment.
Secretary noted the oral board for entrance police officers is scheduled for
February 26 and 27, 1987.
Ms. Hinz moved, Mr. Street seconded, to approve the police sergeant eligibility
list as follows:
Randy D. Bourne
Robert M. Holt
William H. Mitchell
James M. Miller
Paul A. Peter
Lorna K. Rufener
Rodger L. Kellams
Motion carried.
Printed revisions to Rule VII and VIII were distributed.
The memo of January 29, 1987 from Chief Angelo informing of the following
promotions, effective February 1, 1987, to the rank of Lieutenant was read:
Daniel L. Hertlein
Patrick W. Dale
Robert J. Schneider
Terry J. McCartin
Ms. Hinz moved, Mr. Street seconded, to 'accept the memo into the record. Motion
carried.
Chief Frederiksen addressed the matters-of the police calls for service increasing
from 10 to 14 percent a year and the Coupcil 's examining annexation proposals that
would cause a need for increased staffing. For those reasons, he advised the Com-
mission that the Department is studying a proposal to test only for experienced
officers in the next testing process which will require changes to the existing
rules. He said the Department is in the process of studying some of the procedures
that exist in other cities. After review by the City Attorney's office, he will
have proposals for the next meeting. Chairman asked if there was any feedback from
the Union. Chief Frederiksen responded that there has not been, but he will supply
that information to them. He stated that it will be to their advantage as well as
to the Department because it will provide experienced officers on the street, which
is an extreme concern to the Union right now because the training process for a new
hire is approximately a year before they are out on the street by themselves. With
the City growing so rapidly, experienced officers are needed to benefit both the
Union and City.
When questioned by Chairman on the Fire Department's view of lateral entry,
Battalion Chief Fronsdahl responded that with the J.A.T.C. program already in ser-
vice and with the change of Civil Service Commission Rules, lateral entry also
could be a matter of fact with the Department.
Next meeting date: March 19, 1987, 8 a.m., Council Chambers.
Mr. Street moved, Ms. Hinz seconded, to adjourn the meeting. Meeting adjourned at
8:20 a.m.
