Richard Ried. In attendance: Commissioners Michele G. Hinz and JosephJ!,�pn reet, Acting City Attorney Williamson, Assistant Chief Berg, Captain syerly, Acting Captain Everett, and Acting Lieutenant Jones. Mr. Street moved to approve the minutes of the October 22, 1986 meeitinq as submitted. Ms. Hinz seconded. Motion carried. Secretary reported that the oral board portion of the Firefighter exam will be held from December 1 through 8 for 67 candidates. She also reported that the-Police Officer written exam was conducted on November 8 and the top 30 will proceed to the physical fitness assessment to be administered on December 13 at Sequoia J4611or� High School. Rakes CIVIL SERVICE COMMISSION MEET# MINUTES � a - November 20, 1986 Page 2 Ms. Hinz seconded and the motion carried. Assistant Chief Berg described the process for the Battalion Chief examination. There will be 13 candidates participating in the initial phase, which is the oral resume, on December 11. This exercise will be graded by five raters. The top six candidates completing the oral resume exercise will proceed to the Assessment Center on December 16. He said there will be four separ4te exercises: Tactical problem, personnel problem, oral presentation, and row table discussion. An eligibility list for certification is anticipated for the December meeting. Ms. Hinz moved, Mr. Street seconded, to approve the process for Battalion,.Chief examination described by Assistant Chief Berg. Motion carried. Captain Byerly reported, with Captain Rees on disability leave, on the status of the following provisional appointments: Lieutenant LaBelle to Captain, Lieutenant Everett to Captain, Sergeant Jones to Lieutenant, and Officer Emerson to Sergeant. Captain Byerly also reported that the Department is exploring all possibilities, including the alternative of hiring a part-time- police officer, who has been previously commissioned, to the expense of paying overtime for officers to patrol Mill Creek Park. This is to create high visibility to alieviate'`the drug problem at the park. Lieutenant Jones noted that with the high visibility and -the inclement weather, there has been substantial reduction, but the drug traffic mar become heavy again in the Spring. He said the park hours have also been reduced to esse the problem. Captain Byerly stated that all possibilities are being explored at this time to alleviate the situation. Mr. Street moved to encourage the Police Deparnt to come up with a practical solution to this problem so as not to tax the budget wig overtime jobs. Chairman asked if Mr. Street would withdraw the motion, since tttts is a staffing operational problem. Mr. Street withdrew the motion. Captain Byerly reported the Police Officer entiace level physical fitness assessment will be held on December 13. It will be based on the fitness assessment protocol developed by the Cooper Clinic in Dallas. Lie*tenant Jones distributed copies of the fitness classification chart, which categorizes, the measurements for requirements based upon age and sex of the applicants. The assesnt is for flexibility, muscular strength, muscular endurance, cardiovascular efficiency, and body composition (body fat). The test proposed for December 13 is sitryps, push-ups, sit and reach, flexibility, body fat percentage, and a 1.5 mil*.,run or 3 mile walk. He explained in detail the concepts of the program. It could. Ott be determined at what level the pass-fail scoring could be set, but .it will be -determined before the exam. The City Attorney advised that it would be the Chief's prerogative to make the decision and set the cut-off point. Ms. Hinz moved to approve t#e Cooper method of physical fitness assessment as an appropriate method to provide-the Police Department with data on physical fitness to make their hiring decision t," Mr. Street seconded and the motion carried.
