The regular meeting was called to order by Chairman T. Richard Ried. In
attendance: Commissioners Michele G. Hinz and Joseph A. ;Sreet; City Attorney
DiJulio and Administrative Assistant Webby. Chief Angels, Chief Frederiksen,
and Battalion Chief Bond were also present.
Mr. Street, Ms. Hinz seconded, to approve the minutes of June' 19, 1986 meeting
as submitted.
Mr. DiJulio discussed a decision by the Court of Appeals la$t Meek arising out
of an action by the Board of Adjustment where the Board 'ruidd on an appeal and
the court found it had acted in error. The Board of Adjus nt reversed
itself of its action. When the complaining party sued the duty, the City was
successful in having the trial court find the Board of Adjustment had acted in
a quasi-judicial capacity, and the City could not be heldtllable for the
action of the Board of Adjustment. He said there is a potential beneficial
application to the City of Kent where boards and'commission act in a
quasi-judicial capacity. In the Civil Service area, he said we should explore
the boundaries of that decision for future cases so we will not be subjected
to the type of claims where someone complains about the action of the Civil
Service Commission.
A letter dated July 7, 1986 to Officer Gail (Hoirup) Keil fi^om' Chief
Frederiksen regarding her successful completion of the prdbatibnary period and
her appointment to permanent status as police officer was,.read. Ms. Hinz
moved to accept the letter into the record. Mr. Street seconded. Motion
carried.
Battalion Chief Bond requested the extension of the firefighter eligibility
list for six months. Mr. Street moved, Ms. Hinz seconded, to extend the
firefighter eligibility list for six months. Motion carried.

The 1987 Budget was reviewed by the Commission. Mr. Street moved to approve
the submission of the tentative budget. Ms. Hinz seconded. Motion carried.
Battalion Chief Bond requested approval to start the examination process for
the position of probationary firefighter. Mr. Street moved to approve the
examination process as requested by the Fire Department. The dates of the
exam process were disclosed in the June minutes. Chief Angelo explained the
testing will begin earlier this year because of the inclement weather
experienced during the previous exam which necessitated postponement of a
portion and to avoid delays due to the holidays. Ms. Hinz seconded, and
motion carried.
Chairman questioned the CitO Attorney regarding the newspaper article on

pretermination hearing and how it affects us. Mr. DiJulio described some
cases in the City of Seattle. He said,the pretermination issue continues to
be relevant although it is now a doctrine of common practice.
The next meeting date is August 21 , T"6, 8:00 a.m. in the Council Chambers.
