This special meeting was called to order by Chairman T. Richard Ried at
8:00 a.m
Also in Attendance: Commissioners Michele G. Hinz and Joseph A. Street; City
Attorney DiJulio, Administrative Assistant Webby, and Acting Police Chief
Byerly.
Also Present: Thomas Waldron, Executive Search Consultant, and approximately
a dozen members of the Police Department, including candidate Acting Captain
LaBelle
The purpose of this special meeting is to certify the Police Chief eligibility
list.
Mr. Webby advised, in addition to the list which will be presented for certifi-
cation, Mr. Waldron will review for the commission, the testing process during
the three days of the final selection process.
Mr. Waldron explained the process started with an assessment center for seven
candidates held on Monday, facilitated by Mr. Webby, with tWo police officials
and one personnel director serving as assessors. All seven candidates were
interviewed on Tuesday by the psychologist, Dr. Fiedler of the University of
Washington, Director of Psychology, Management and Organizational Develop-
ment. On Wednesday, interviews were held with Councilpersons Woods and
Biteman, Mr. Cushing, Mr. Webby, Chief Angelo and Chief Wallis of Renton.
Mr. Ried questioned if the police officials used on Monday were from other
jurisdictions. Mr. Webby responded affirmatively. He said Ray Fjetland,
Sheriff of Pierce County, and Jerry Burke, Chief of King County Police, and
John McFarland of the City of Renton, were the assessors., He explained
further that the process that the Commission certified privided for the final
scoring of the candidates, one-third of the weight of the final scoring would
be based on the assessment center exercises and two-thirds of the scoring was
allocated to final interview. Following the two processes, Mr. Waldron
compiled the scores.
Mr. Waldron noted that the psychological interview was based on a pass/fail
with all candidates passing.
Mr. Webby clarified for Mr. Street that the Mayor has the�;option of selecting
any of the top three names on the certified list.
Mr. Street moved to certify the eligibility list presented by Waldron and
Company as follows:
Edward Ingram
Rodney Frederiksen
Charles Fessler
Charles Wheeler
Kenneth LaBelle
Dennis Byerly
Frank Premo.
Miss Hinz seconded. Chairman suggested putting today`s date on the list.
Motion carried.
Meeting adjourned at 8:10 a.m.
