Richard Ried. Also in attendance: Commissior*rs Michele Hinz and ' Joseph Street, City Attorney DiJulio, Assistant City Admisil;tretor Webby, I Battalion Chief Bond, and Lieutenant LaBelle. Mr. Street moved, Ms. Hinz seconded, to approve the mingtos; of August 15, 1985, as submitted. Motion carried. He said that with no change in the Chief's dipabiT4� e Commission will be requested next month to approve an examination process for the Chief's replacement. City Attorney DiJulio will ress4rch, and give an opinion on the question pertaining to temporary appointment of six months in any one year, whether the duration could be consecutive for,, the six month period and the possibility of reappointment the next year. Mr. DiJulio reported that the City Council adopted the iordi.nance authorizing the Nirk settlement appropriating necessary funds, and ,th , papers on it are being finalized. The Court of Appeals has been advised ,ort,the settlement. Mr. DiJulio also reported that Sgt. Towne's counsel wilj,, j,e reviewing the documentation with respect to the Officers' claim for AfKrea$ed step salary, in a few weeks. r Battalion Chief Bond requested authorization to adverti$e, for entry level firefighter to establish,a new list. A schedule of exa w,has been formulated. He also requested authorization to utilize%A4,, different test this year which includes a prestudy-booklet. The City Attorney advised that if the current list is inadequate to meet the needs of the Department, a new exam can CIVIL SERVICE COMMISSION MEETING MINUTES SEPTEMBER 19, 1985 PAGE 2 be authorized and he advised the Secretary to advise the few names remaining on the list to give them an opportunity to take the test again. The Secretary gave a brief report on the new test from Educational Testing Service. After the Commission reviewed the National Firefighter's Examination of the Educational Testing Service, Mr. Street moved, Ms. Hinz seconded, to authorize the use of this test. Motion carried. Lieutenant LaBelle reported that Oral Board interviews are scheduled for October 22 and 23, 1985 to interview 14 people. One aspect he is looking for is the involvement of an outside person on the Board to identify people skills, public relations, and communication skills. Mr. DiJulio suggested the Commission review the Department's final decision regarding the Oral Board at the next meeting. The Law Enforcement Eligibility List� was the next item on the agenda. Mr. Street moved, Ms. Hinz seconded, to approve the Eligibility List as provided on the attachment. Motion carried. The memo of August 16, 1985 from Battalion Chief Bond was read. It told of the promotion of the following to First- Class Firefighter, effective August 1 , 1985: Brian Renner, Patrick Dale, Neal Houser, and Mark Thompson; and Ray Shjerven and Dennis Young to Third Class Firefighter effective August 16, 1985. The letter of August 22, 1985 to William C. Kennedy telling of the official notice of his termination effective July 18, 1985 was read. Mr. Webby explained the circumstances regarding Kennedy's situation. Ms. Hinz moved, Mr. Street seconded, to accept the letter into the record. Motion carried. The letter of September 9, 1985 from the Human Rights Commission giving their approval of the revised firefighter application was read. Mr. Street moved, Ms. Hinz seconded, to accept the letter into the record. Motion carried. She will request a written letter of approval for our records, Civil Service Workshop is scheduled for October 4 at the Marriott Hotel . As the Chairman will be out of town on October 17, 1985, Mr: Street moved that the next regular meeting will be held Thursday, October 10, 1985, at 8 a.m. in the Council Chambers. Ms. Hinz seconded.
