Richard Ried. Also in Attendance: Commissioners Michele G. Hinz and Joseph A. Street, Assistant City Administrator Webby, Chief Angelo, Chief Skewes, Captain Byerly, and Battalion Chief Bond. Also Present: Officer Charles E. Miller. City Attorney DiJulio made a brief appearance. Mr. Street moved, Ms. Hinz seconded to approve the minutes of the May 16, 1985 meeting as presented. Motion carried. Chief Angelo reported that the two candidates from the last recruit class graduated high in their class, and one has been hired. The other candidate is a volunteer and a potential employee. Captain Byerly requested the following names be removed fro*,the Law Enforcement Officer Eligibility List for the reasons given:' Jon; S. Huntsberry, failed background; Sheila P. Knapp, withdrew, hired as corrections officer; John W. Mapp, failed psychological exam; Craig A. Caswell , failed polygraph; Duane H. Hendrix, withdrew, hired by Seattle Police Department; Donald L. Ramsdell , withdrew, hired by Tacoma Police Department, Chairman noted that based on previous action by the Commission, this report will be considered as merely information as the secretary removed . names from the list according to recommendations of the City Attorney. The Fire Department job descriptions, which were distribatid U a prior meeting and action postponed at the previous meeting, wasIhe next item on the agenda. Mr. Street moved that the job descriptions as preted be approved. Ms. Hinz seconded. Motion carried. Officer Miller reported on the difficulty of obtaining an outlet for purchasing a (Rugged Ron) dummy for physical agility exams.- "Hi said he had seen a model made by an individual for the Fire Training Service, and he believed that with a few modifications and adding weight to it, it could meet the police physical agility requirements. Cost of the basic existing model is about $100, but Officer Miller thought it would not be more than $200 with the modifications. Upon Mr. Street's question, Chief Angelo said his opinion is that the Fire Department physical agility exam should be consistent with the training and could utilize one for their physical agility exam. Mr. Street moved to approve the purchase of two "Rugged Rons" with respective specifica- tions for each department. Ms. Hinz seconded. Motion carried. Approval of purchase of a "Rugged Ron" is in the 1985 Budget. The letter dated June 4, 1985 from Firefighter Patrick Dale requesting to take his Firefighter First Class exam early was read. His certificate from L. H. Bates Vocational Training Institute showing completion of 1464 hours of instruction was included. Chief Angelo informed that JATC had approved the request and a written approval will be forthcoming. Ms. Hinz moved to approve Firefighter Dale's request. Mr. Street seconded. Motion carried. Letters, all dated June 19, 1985, from Chief Skewes to Gail Hoirup, John Pagel , and Russell Walker were read. It told of the certification of the three individuals as probationary police officers commencing June 24, 1985. Mr. Street moved, Ms. seconded to accept the three letters into the record. Motion carried. Chief Skewes commented that with the hiring of Ms. Hoirup, there are now four female officers in the department. He also stated that Ms. Hoirup started as an Explorer and continued as a parking aide while attending school before becoming a police officer. At this time the revised application forms for both departments were presented to the Commission for approval. Mr. DiJulio clarified the Veterans preference time frame for the chairman. He also explained for Mr. Street that it is necessary to conform with the Affirmative Action Program to include the portion relating to sex and ethnic origin. During the discussion, it was recommended by Mr. DiJulio to delete *deliberate" on the instruction sheet and "willful" from Page 13 of the Personal History Statement. Also to be deleted is "willful " from the application forms. Mr. DiJulio explained that, from the EEO standpoint, the revised form is more defensible, simplified, and asks only for information essential to take the written exams while the Personal History Statement is for later stages to ultimate hiring. Mr. Street moved to approve the revised application forms and Personal History Statemeo . Ms. Hinz seconded. Motion carried. Mr. Webby commented that the ap�lftation process should be to attract applicants rather than be a screening process and also the information gathered in 80 percent of the previous applications is unnecessary. The last item on the agenda was the 1986 Proposed Budget. Mr. Street moved the proposed budget for 1986 be acknowledged as having been reviewed and approved by the Commission. Ms. Hinz seconded. Motion carried. The next meeting is scheduled for July 18, 1985 at 8:00 a.m. in the Council Chambers.
