Also in attendance: Commissioners Michele .G. Hinz and y&IV Street, City Attorney DiJulio, Chief Angelo, Captain Byerly, and Battf'?in 11 Chief Bond. Personnel Analyst Peggy Powell was also present., Mr. Street moved to approve the minutes of the April 18, 1085 meeting as presented. Ms. Hinz second. Motion carried. City Attorney DiJulio reported on the fo110wing: � i 1 . He has received notice on the Towne matter that the Supreme Court has rejected our petition for review. The matter will go back to be heard in Superior Court. 2. Settlement conference on the Nirk matter is scheduled for Tuesday in the Court of Appeals, but because of conflict with the Nirk pounsel , the matter was continued until June. Mr. DiJulio said he wi1l ,be meeting with the firm of Edwards and Barbieri , one of the leading appellate practice firms of the State, on Wednesday, May 22, to discuss their,representation in the Court of Appeals on their availability for repre enting the City. 3. A decision of the United States Supreme Court in the dace of the Cleveland Board of Education v. Loudermill , which ruled that a Civil , Service employee has a right to a pre-termination hearing. M . ;DiJulio noted that the Police and Fire Departments have been advised of' thIs ruling, and he will prepare a set of rules for the Commission in ordi�r, that procedures that are apparently provided for by the Supreme Court,"'', the Loudermill +e case can be set forth in the Civil Service rules to b ` inform and standard for application throughout the public safety services. The same concern will apply to those employees outside the realm of Civil Service. • 0 Personnel Analyst Powell reported that. the Personnel Department has revised the police officer job description in reference to the sixth paragraph of Examples of Duties and that all Fire Department job descriptions have been _ revised to meet Civil Service requirements. Chief Angelo reported that the nine recruits are in a three-week orientation period and the two in the academy are doing exceptionally well . Captain Byerly reported that the testing process for entry level police officer has not been completed yet, but he hopes to be hiring from the current eligibility list within two weeks. Copies of the job description for the position of police officer, which was approved at the previous meeting, were distributed. Revised job descriptions for the Fire Department positions were also distributed. It was determined to postpone any action on the Fire Department job descriptions until the next meeting. Chairman expressed his concern that his understanding was that the format for both departments was to be the same but that they are not. Ms. Powell assured that upon final approval by the Commission of the Fire Department job descriptions, they will all be forwarded to Word Processing to- be of the same format. The memo of May 14, 1985 from Chief Skewes requesting extension of the law enforcement sergeant's eligibility list be extended for six months was read. Commissioner Street moved, Commissioner Hinz seconded, to extend the sergeant's eligibility list for six months. Motion carried. Secretary reported that Charles Lindsey, of Purchasing is awaiting information from the fire training service in North Bend regarding a "dummy" being constructed by 'a firefighter. 3 Mr. Street moved, Ms. Hinz seconded, to approve the renewal of the IPMA membership. Motion carried. One year dues are now $175. i Due to Mr. Street's unavailability on June 20th, the next' ro— r meeting was postponed until Thursday, June 27, 1985, at 8:00 a.m. in ihitouncil Chambers.
