HomeMy WebLinkAboutCity Council Committees - Civil Services Commission - 05/18/1984 CIVIL ERVICE COMMISSION MEETING411 VTES May 18, 1984 The regular meeting of the Commission was called to ordet, by Chairman T. Richard Ried at 8:00 a.m. Also in attendance were: Commissioner Joseph Street, City Attorney DiJulio, Assistant to the Administrator Webby, Chief Angelo, Battalion Chief Bond, Captain Byerly and Lieutenant Grubbs. Mr. Street moved, Mr. Ried seconded, to approve the minutes of the April 27, 1984 meeting as submitted. Motion carried. City Attorney DiJulio informed the Commission that the Nirk hearing will be coming up in Superior Court in a couple of weeks on appeal of the Commission's decision and former Assistant City Attorney Heavey will be retained to repre- sent the City. Mr. Webby reported that the Police Sergeant assessment center was conducted on May 1st with 23 applicants taking the exam. He said the assessors worked the next two days on scoring. Orientation was conducted the week before for the candidates. In response to Mr. Street, concerning outside assessors, Mr. Webby said that police professionals from outside of the city were going to be utilized, but one cancelled at the last minute and so Mr. Webby had to serve as one of the assessors. He said the other assessors were a captain from the Pierce County Sheriffs Department, a sergeant from the Seattle Police Depart- ment and a lieutenant from the University of Washington Police Department. Mr. Webby related the difficulty in obtaining assessors when the exam involves so many applicants and so many days away from their own Work. Captain Byerly concurred with Mr. Webby's problem. Chief Angelo reported that the department will be hiring more people to replace personnel who have left on disability and retirement. Mr. Street moved, Mr. Ried seconded, to accept the letter from the City Attorney in reference to veteran's preference and copy of Chapter 36, Laws of 1984. Motion carried. The following was recommended to be included in the job announcements for public safety positions: "In order to claim a veteran's preference, an applicant must have (1) served during any period of war or received the armed forces expeditionary medal, (2) received an honorable dis- charge or received a discharge for physical reasons with an, honorable record; and (3) claim preference within eight years from the release from active service." Mr. Street moved, Mr. Ried seconded, to include the provisions in the announce- ments as recommended by the City Attorney. Motion cOrr' led. Mr. Ried moved, Mr. Street seconded, to accept the Agreement regarding Officer Fletcher into the record. Mr. DiJulio informed the Commission that the City Administrator, Personnel Director and Chief will be meeting this afternoon to discuss the issue of relationship between the City and the police union with respect to mandatory physical agility programs. Mr. Street moved, Mr. Ried seconded, to accept the letter of May 4, 1984 from Mark E. Brennan regarding the James Cleary discharge into the record, on the advice of the City Attorney. Motion carried. McBroom (12-15-83) Motion carried. Bruce A. Aigner (12-15-83) Secretary reported that an oral board for entry level police officer is tentatively scheduled for June 6, 7 and 8th. Mr. Street moved, Mr. Ried seconded, to renew the IPMA membership for the coming year. The dues are $170.06. Motion carried. Due to the probable absence of the Chairman on the regular third Thursday of June, the next meeting has been scheduled for Thursday, June 28, 1984, at 8:00 a.m. in the Council Chambers.
