Kent Sewer Lagoon
Suzan Amundsen distributed summaries of the consultants ' reports
on the lagoon to the Committee. She reviewed for the Committee the
proposed design of the lagoon which would cost approximately $12.5
million. our consultant is testing at this time to determine if
there is any contamination at the site. It was clarified the $12.5
million estimate is in addition to the cost of any cleanup
operation. White asked if we could go back to the contributing
parties to participate in the cleanup costs. Wickstrom stated it
would depend on the cost of the cleanup. once the sampling is
completed we will know if it is a major or minor problem. If it
is a minor problem we might handle it ourselves; otherwise, we
would be looking to liable parties to share in the cleanup costs.
Responding to White' s question, of this $12.5 million estimate,
Wickstrom indicated that approximately $5.5 million of the
estimated cost would be charged to the drainage utility and $7
million would be assessed to the U.L.I.D. $5.4 million of the
costs of the project relate to property acquisition. White asked
if the Environmental Task Force has approved this design. Amundsen
commented they have been a part of the process all the way through.
White asked if there is any public access planned. Amundsen
responded that limited access will be available. Viewing towers
are planned as well. Assuming no remedial action is required on
the site, Wickstrom estimated this would be under construction
about mid 1992 and will take approximately two years to complete.
The Environmental Task Force does not want 64th completed until
this facility is completed; however, it could be built
simultaneously with the lagoon facility. Wickstrom stated that as
soon as the reports are finalized they will be brought before the
Council for adoption. White asked how the property owners would
benefit from the lagoon project; hence their U.L.I.D. assessment.
Wickstrom explained the project would provide detention within that
basin thus allowing the properties to develop. otherwise, the
properties would be unable to solve their drainage problems and
would be unable to develop. Ted Knapp commented that if it is
going to be four years before 64th can be built there is going to
have to be another way to get to 212th for these properties. He
proposed beginning the process of establishing the alignment of a
road west of the lagoon which could be built be6re. 1994 .

City Center Signing
Nizlek explained that several areas have been identified where
signs indicating "City Center" with an arrow could be placed. He
continued that Mimi Castillo has indicated there are funds
available in Administration for a signing program. Nizlek
explained his proposal has been prompted by a request from KDA to
develop a plan to place some City Center signs. Mimi had suggested
those "City Center" signs that would be placed near the entrances
into Kent be supplemented with a "Welcome to Kent" sign. White
stated he likes the idea but wants to be sure the "Welcome to Kent"
signs are placed at the City limits. Nizlek stated this was not
intended to be a city entrance sign treatment. He had suggested
to Mimi that she should contract with someone to develop such a
program. White stated he would support city center signs if they
were part of a package for city limit signs. He added this is
discussed every year at Council retreat. Hansen Suggested the
signs be designed in-house and the available funds be used toward
building the signs. It was determined that Public Works staff
would work with Jim Hansen to develop recommendations as to
locations of the signs and bring that back before the Committee the
first meeting in July. A draft design and proposed cost for the
signs should be available for the Committee by first meeting in
August. Nizlek commented that KDA had asked their request for City
Center signs be handled separately. The Committee agreed with that
request.
Contract Modification - Sanitary Sewer Service Midway Housing -
Department of the Army
Wickstrom explained the Department of the Army's 'contract for
utility service to the Midway Housing units only refers to water
service. They have been paying for sanitary sewer service all
along and would like to bring their paperworX :,up to date by
modifying their contract to include sewer service., The Committee
unanimously recommended approval.
Traffic Study -- 94th Avenue S. Between James & Q1111yoll
This item was referred to the Committee by the Public Safety
Committee. Orr stated it was suggested that both Committees review
the issue to get as many ideas as possible to resolve the problem.
Nizlek reported the 25 MPH templates have been purchased and as
soon as weather permits, the marking will b% completed. He
continued that the sight problem at the intersection of 94th and

248th is not easily corrected. We could require the property owner
to move his fence; but there has not been an accident problem
documented at this location. Nizlek stated his proposal for
changes to 94th should correct any sight problems at this
intersection. Nizlek stated that the volumes on 94th would
classify it as a collector street. It needs to be determined what
classification we want this street to be - either ,a collector or
a neighborhood street. Nizlek presented two design concepts to
slow the traffic. There was discussion about the ,use of traffic
circles. Mr. Dunn made comments about the poor traffic circulation
patterns in Kent. He added that the neighborhood is not so
concerned with the traffic volumes as they are the speed. White
asked if Mr. Dunn thought the traffic circles would help. Dunn
replied he thought so and he would like something done as soon as
possible. White asked that Nizlek bring to the Comm*ttee as soon
as possible a plan and cost to install the traffic circles using
buttons. Orr recognized that Mr. Dunn has attended the Public
Safety Committee meetings for the last couple of months on this
issue.
Right of Way Acquisition - Z28th & 64th
Wickstrom explained that Union Pacific Realty is required to
provide a half street improvement of 228th west of 64th along their
property frontage in conjunction with their Van Doren's Landing
project. They would like to construct a full street improvement;
however, they do not own the property on the northerly side of the
proposed street. They have asked the City to acquire the right of
way, they would construct the street to City standards and turn the
street over to the City. Wickstrom explained there are funds
available in the Military Road Improvement fund which could be used
to acquire this right of way. The Committee unanimously
recommended approval for staff to acquire the right of way.
1990 Asphalt Overlay
Wickstrom explained that there are various utility adjustments
(water and sewer) designed into this project which Would be paid
for by the respective utility budgets similar to ;w-bat we have done
on other projects. This maximizes the use of the!*Verlay funds for
street paving. The sewer utility lacks sufficient funds for the
sewer work designed in the Overlay project. Wickstrom proposed to
transfer funds from the 277th Sewer Trunk Lim, fund to the
Miscellaneous Sewer Improvement fund. The Trunk Line fund of
$50,000 was established originally to oversize the sewer trunk line
on 277th when Auburn improved it. It has since dev016ped that such
a

a project would be approximately $1 million and would require an
update of our comprehensive sewer plan. The Committee unanimously
recommended approval.
Other Items
White asked for an update on the Canyon Drive project. Gill
responded that we are still attempting to acquire tho night of way.
White asked about the gas tax legislation and the fUpds available.
Wickstrom explained he has developed a plan but needed to review
it with the legal staff before presenting it.
White asked if the six-year limitation for expenditure of money
will affect these funds. Wickstrom explained the City collects
funds through the SEPA process which is not affected by this
restriction. If the LTA which is the 1988 legislation is
established that 6-year restriction applies.
