Banner Advertising Cornucopia Days
Marci Hobbs presented her request to display banners across City
streets advertising the Lettuce Festival in conjunction with Kent
Cornucopia Days. After discussion, the Committee unanimously
recommended approval of the banners subject to the proper insurance
being submitted to the City. Ms. Hobbs will submit a schedule of
when the banners will be placed and taken down as well as the
proposed locations to the Public Works Department for presentation
to the Council at their June 5 meeting.
Request for Closure - 45th Place by Westridae and S. 240th Street
vicinity of Highway 99
Nizlek reviewed the proposals as outline in his memo included in
the Committee's packet. After discussion, the Committee requested
that design and cost estimates for temporary closure of these two
locations be brought back before the Committee.
Local Hazardous Waste Management Plan for Seattle-King County
Wickstrom reviewed the intent and goal of the Plan and commented
that while the Plan is well thought out to address the issue of
disposal of hazardous wastes generated by households and small
quantity generators, the Cities do not have control over the rate
structure affecting our customers. It was recommended we adopt
the plan contingent upon an agreement being reached through the
Interlocal Forum on the first year budget, details of the funding
mechanism, evaluation strategy and manner of representation on the
Management Coordination Committee by participating cities. After
discussion the Committee unanimously recommended approval subject
to the amendment mentioned.
Metro Sewage Disposal Agreement
Wickstrom explained that Metro is requesting an amendment to their
existing contract to change the residential equivalent from 900
cubit feet to 750 cubic feet which reduces the rate to the single

family resident but would increase the commercial rate. In
addition they want to implement a capacity charge for new
customers. If the City were to implement the equivalency change
in our billing mechanism and include Metro's rate increase, the
single family residential bill would decrease by 2% and commercial
accounts would increase by 17%. Wickstrom continued he is
recommending the Council not take any action on this amendment
until we have determined what the City's costs will be for cleanup
of the sewage lagoon. Metro could possibly have some financial
liability in that as well. Approval would increase the City's bill
to Metro $160, 000 per year. Council may elect to implement its own
equivalency change and use the money gained in that manner to pay
off debts and clean up the lagoon. The Committee unanimously
approved to recommend tabling the item.
4uit Claim Deed - Drainage Facility SR 516 - 160th Avenue S.E. to
Jenkins Creek
The State will be improving Kent Kangley in the Covington area.
The City has two transmission mains which run through the project.
The State originally required us to move the mains. However, we
have negotiated an agreement whereby they would modify their
drainage design as much as possible and if there were any easements
required to construct the new alignment, the City would acquire
those. There was one easement required, we have obtained same and
are requesting authorization to transfer that to the State. The
Committee recommended approval.
Kent Disposal - Authorization to Extend Contract for Garbage
Service
Wickstrom explained the contract with Kent Disposal is about to
expire. A nine-month extension of the existing contract from date
of expiration is recommended during which it is anticipated we
would be able to facilitate settlement of the litigation in
progress with the City's second hauler. At that time, depending
upon the outcome of the litigation, we could begin negotiations on
a new contract. The Committee recommended approval to extend the
contract.
94th Between Canyon and James
Nizlek commented the Public Safety Committee had directed him to
stencil 1125 MPH" on the pavement. He anticipates costs for this
to be approximately $640. He recommended we also stencil 114th
Avenue S.E. at the same time. The Committee approved.

White asked that we look at the possibility of a left turn pocket
on 94th in the area of the Nazarene Church and if it would be
feasible. Nizlek commented it would be costly. Wickstrom added
essentially it would be for one user and could set a precedent.
White asked that something be brought back to the Committee on the
possibility.
Other
White asked for an update on the railroad tracks on 228th. Nizlek
responded he would recommend posting a sign "Rough Crossing Ahead"
until construction of the railroad crossing improvements which is
anticipated to be June or July of this year.
White asked about the status of the Canyon Road project. Gill
replied that we have acquired easements and right of way on a
couple of the parcels but there will definitely be some that may
require condemnation.
