HomeMy WebLinkAboutCity Council Committees - Public Works/Planning - 11/08/1988 PUBLIC WORKS COMMITTEE NOVEMBER 8, 1988 PRESENT: Jon Johnson Ed White Steve Dowell Martin Nizlek Don Wickstrom Kathy McClung Gary Gill John Marchione Bill Williamson Alana McIlwaine Jim Hansen Arthur Beeman Burgers-To-Go Sign Request Jim Hansen reported on the tenant of the home adjacent to Burgers- To-Go. A member of the Code Enforcement Division has been working with the tenant in an effort to get him into a VA program for available housing. The VA Board will hear the ease at their meeting on November 16 to determine if the tenant qualifies for their assistance. Also the property has been sold and is in escrow. Any further action will be taken after we know the determination of the VA Board. Bill Williamson stated it was the legal recommendation not to enter into a lease of the property as it is more difficult to obtain control of the property if needed as opposed to a permitted use. It also creates short plat difficulties. He recompended if the City wanted to allow use of the property it be done through a temporary use permit process. Wickstrom stated it was, a question if the Committee wanted to allow a permissive use in public right of way. There are no other business advertising signs in public right of way other than those that existed as w® acquired the property around them. Some type of criteria would need to be established for this type of use. Hansen added the temporary use process is intended for a short term use of 90 days with a possible 90 day extension if approved by the Planning Director. While amendments to City regulations can be made they are. uOually done as a result of problems common to several areas or situations not just for one unique request. It was determined that (City survey crew would verify the property corners and Mr. Beeman would determine that the sign had been properly placed ini#fally. Kathy McClung will provide Mr. Beeman with a copy of the sgn code which details the overhang allowances. Mr. Beeman was asked to report back to the Committee. FASSTRAK Wickstrom explained that PSCOG has been working wi.th .Metro, County and the Valley cities on this freeway arterial study. After Public Works Committee November 8, 1988 Page 2 approval by these entities the plan will be incorporated into the regional transportation plan for the South King County area. One key element identified in this study is the need to support a TSM program. Johnson stated he was concerned about the ,one statement that it had not been determined if HOV lanes would be needed on SR 167 south of 180th. Wickstrom stated no analysis had been done on this route as yet. The Committee unanimously recommended approval of the study. Russell Road Closure This item was tabled until the Department Heads could bring a recommendation before the Committee. Speed Limits - Central Avenue and S. 212th Street Dowell stated he was concerned about increasing the speed limits on these two streets. Wickstrom explained the speeds had been decreased due to construction projects and this was bringing the speeds back to the preconstruction limits. It was determined that new speed studies will be done for these two streets and a report will be brought back to the Committee at their next meeting. 277th Corridor Bridge Johnson asked if the bridge for the 277th corridor was going to be a two-lane bridge. Dowell added he thought we had asked' for County participation to make it a four lane facility. Johnson added Jim White had asked if funds for the Green River Bridge replacement on S. Central could be deferred to the 277th Corridor Bridge. Wickstrom explained that the Green River Bridge fund were bridge replacement funds and could not be used for any new facility. Hehr Annexation Wickstrom explained that Boundary Review Board has ,ap roved this proposed annexation. The next step is to schedule at is hearing and adopt an ordinance approving the annexation. ce Committee unanimously approved.
