HomeMy WebLinkAboutCity Council Committees - Public Works/Planning - 10/25/1988 OCT N 9"33 PUBLIC WORKS COMMITTEE CITY 0 17 K, NT October 25, 1988 PRESENT: Jon Johnson Jim Hansen Judy Woods Carolyn Lake Berne Biteman Mimi Castillo Don Wickstrom John Marchione Gary Gill Gene McGovern Claudia Otey Jerry Graham Burgers To Go Sign Reguest Mr. McGovern stated that at the time of developing the project he was unaware there was 17 feet right of way that had been deeded to the City of Kent and thought his sign could be placed on West Valley Highway. Mr. McGovern stated having his sign back that 17 feet has handicapped his business. Mr. McGovern stated he had spoken with the Mayor who suggested perhaps it was possible for him to lease the property for a small fee each month with the agreement that he would move the sign if the City ever widened WVH. Mr. McGovern referred also to the problems of the abandoned building next to his property. After a lengthy discussion,- Johnson asked if Jim Hansen would look into the situation and take what action the City has authority to take. Responding to the sign request, Wickstrom stated the right of way was deeded to the City as part of the short plat requirements. Wickstrom added if we allowed one sign in the right of way we would have to allow others. Leasing the property is possibly an option. This would have to be reviewed with the legal staff. The property to be leased would have to be a segregated parcel which may require a short plat and could only be leased at the fair market value. Another option might be the permissive use process but standards would have to be developed to apply to other developments that might make the same request. Woods commented that other cities do lease rights of way. After discussion, it was determined this matter would be brought back before the Committee at their meeting on November 8 at which time the Attorney's office will be able to provide an opinion. Russell Road Closure Claudia Otey of the Kent School District stated she was present to request that Russell Road be allowed to remain open. The closure Public Works Committee October 25, 1988 Page 2 presents significant difficulties in planning safe school bus routes for the area. Hansen added that he would be meeting shortly with Don Wickstrom, Barney Wilson and Norm Angelo about this issue. The Fire Department's position is that they need access for their emergency vehicles without having to open gates, etc. Otey stated she had heard that Russell Road was going to remain open until 64th was completed through to 212th. Wickstrom added that the design of 64th is being done now and would anticipate going, to Council within a couple of months to form the L.I.D. with construction in 1989. Johnson asked if having Russell Road open between James and Meeker would meet the needs for the school busses. Ms. Otey stated that would certainly help and suggested perhaps the school busses could have the same access as the fire department vehicles. The Committee deferred any determination until such time as Hansen can bring recommendations from his aforementioned meeting. Surplus Vehicles Wickstrom referred to the list of vehicles distributed in the agenda packet which he is proposing to surplus. The Camaro would be traded in for purchase of another vehicle and the others would be sold at State auction. The Committee unanimously approved surplusing the vehicles. Amendment to Sewer Code Wickstrom stated that Kent City Code only addresses connections to sewer for parcels inside City limits. The State lari, does allow us to address parcels outside City limits that can connect to Kent sewer. This proposed amendment would require mandatory connection within 90 days of parcels whether in or out of the City limits that have a Kent sewer main available. Woods moved to approve. The Committee unanimously voted to approve the amendment. 72nd Avenue Acauisition Wickstrom referred to his memorandum included in the agenda packet on this item and asked for concurrence of the proppsod financing package. Formal approval of the purchase will oaf be requested until such time as we receive a report from the consultant regarding any possible contamination of the prop*rty. Biteman recommended approval and the Committee unanimously ;agreed. SEPA Ordinance Amendment Wickstrom explained this amendment would adopt the ,Oreen River f rn � Public Works Committee October 25, 1988 Page 3 Valley Transportation Action Plan, which Council has already approved, as part of SEPA policies and would strengthen our position with the County when requesting mitigation of traffic impacts to Kent by County developments. The Committee unanimously recommended approval. Ordinance Amending Solid Write Definition This item was placed on the agenda by the Attorney's office. Carolyn Lake commented that the ordinance has been drafted and will be ready for presentation to Council at their N'oVember 1 meeting. Wickstrom added it will exclude recyclables from the solid waste definition. Biteman recommended approval of the amendment. The Committee concurred. Mortensen Annexation Wickstrom informed the Committee the 75% petition had been received and he would be requesting authorization to file Notice of Intent with BRB at the next Council meeting. Change Order - 116th Avenue Sanitary Sewer Wickstrom explained this project extends sanitary sewer for the new fire station on 116th and also stubs the water line to the property. The project specifies a 1" stub but the architect for the fire station is requiring a 3" meter which increases the costs significantly. The cost for the additional work is $15,000 plus the cost of the 4-inch pipe and a system development fee of $8,800 resulting in a change order for this project requiring Council approval. The Committee unanimously recommended approval. Speed Limit - 4th Avenue Johnson asked when the speed limit would be changed as recommended at a previous Public Works Committee. It was determined the Ordinance had been prepared but has not gone to Council for adoption. The Attorney's office will look into the matter and place it on the agenda as soon as possible.
