HomeMy WebLinkAboutCity Council Committees - Public Safety (Committee) - 04/16/1991 Minutes of the City of Kent's SAFETY COMMITTEE MEETING April 16, 1991 The meeting was called to order at 2 :30 pm by Ken Chatwin. Prior minutes were not read as this was the first meeting in 1991. This committee had been temporarily suspended in the fall of 1990 pending reassignment of the Safety and Risk Analyst to a full-time position to take over chair responsibilities. Members in attendance were: Gary Van Auken, Public Works operations; John Bond, Engineering; Geri Hanby, Parks* kaintenance; Jackie Figgins, Code Enforcement; Don Fronsdahl, Fire; Janet Shull, Planning; Regine Mann, Information Services; Jan Cutting, Finance; Barbara Keohane, Corrections; and Jennifer Carey, Kent Commons. New Business: 1. Format for Future Meetings. The format for Safety Committee meetings with be changed to meet Risk Management .goals as directed by City Safety Policy and to become the center for resources, assistance and required training coordination in meeting compliance and continuance with Labor and Industry requirements throughout the various departments. 2. Departmental Safety Meetings. The City of Kent Policy (6. 1. 1.3) that all departments hold safety meetings regularly; with minutes being taken and copies filed with Personnel to meet labor and Industry Safety Training requirements. Some departments such as Finance, Information Services, and Planning could just as easily perform Office Safety Training, Fire Evacuation and CRT Fatigue type training at the same time they hold normal staff meetings. f Safety Committee Minutes page 2 Their required safety training can also be covered in regular quarterly meeting and they should still be able to cover the full agenda of required annual training. Ken Chatwin will be happy to assist in an annual agenda outline. 3 . First Aid and CPR Training. This is required training for all foreman, supervisors and persons in charge of crews (2 or more people) . In. fixed work establishments all foreman, supervisors and persons in charge of a group or groups of employees defined as departments or equivalent organizational units must hold First Aid and CPR certification. There are also requirements for widely dispersed departments. In addition, employee job descriptions for Maintenance Worker I, II, III and IV require First Aid cards. Therefore, we have some catch up training to complete. The names of such persons, their work station locations and their phone numbers are to be posted in places where they can be reasonably obtained. Currently we are not in compliance. In the immediate future classes are to - be scheduled; a minimum of 15 persons to a maximum of 25 persons per class, 2 day (16 hour) sessions, at a cost of $10.00 per person for both First Aid and CPR certification. Scheduling will be handled through Personnel; costs shall be covered by each depart7Aent. Renton Vocational Technical Institute (RVTI) will furnish the instruction when and where the City of Kent so chooses. 4. Defensive Driving. The City of Kent policy (5. 1. 1.4 and 5. 1. 1. 5) requireg that every City employee that operates a City Safety Committee Minutes page 3 vehicle or that operates their personal vehicle on City business has to take a Defensive Driving Course. We will be sending six (6) individuals to Training Instructor classes this month. The cost will be handled through the General Safety Training Budget. We should be able to start the Truck, Utility and Passenger Class Training Sessions by the end of May 1991. 5. MSDS ' . Chemical - Material Safety Data Sheets have been updated. New and/or replacement MSDS page numbering is complete, the new Master Index and Departmental Index's are complete. All sheets and index's have been given out to the various departments in two separate mailings with cover memorandum's. Four (4) new manual sets will be completed and hand delivered to Fire Stations 74 and 75, Police Training Center and the Golf Course Club House. Ken Chatwin will be contacting each department, with an assigned manual, to assist in any manner to confirm to Labor and Industry that all our department manuals are current. At the same time there are various departments with a fixed work-sites that are simply not subject to exposure or contact with every chemical that the City uses throughout the system and for those defined work areas it is possible to reduce and/or consolidate manuals to the chemicals (MSDS sheets) that are used in that department, which includes janitorial and/.or work station equipment servicing products. This consolidation cannot be applied to all departments. However, the following departments/divisions appear to be eligible for this reduct�pn process: (1) Parks - Resource Center, (2) Parks Safety Committee Minutes page 4 Administration, (3) Planning, (4) Parks - Kent Commons, (5) Parks - Senior Center, (6) City Half. Building Maintenance (only because Finance/purchasing will be keeping a full set for the First floor City Hall operations) , and (7) Corrections. All other manual assignments probably should remain as a full three (3) volume sets for both exposure use as well as reference . purposes. We will still produce a Master Index as well as a consolidated index for each department and furnish revised index's regularly. 6. Auto Accident Reporting Procedures. Each department was asked to confirm that a vehicle packet is in each assigned vehicle and complete with necessary forms and procedure information. 7. Insured Employees and Self-Insured Statue. All injured employees need to make sure that doctors and treatment facilities know that the City of Kent is self-insured. Employees also need to be sure all bills are forwarded to Scott Wetzel Services, Inc. for payment. There is a medical referral advice form (GLM 205 revised 9/86) that can be given to employees. confirming the bill, mailing and processing procedures. Each member was asked to ,review their department/division form supply and contact Ken Chatwin in Personnel for additional supplies. This subject does not apply to Police or Fire Department personnel under LEOFF I. 8. Lockout/Tagout Requirements. To meet the aanuary 1, 1990 WISHA/OSHA Hazardous Energy Source Lockout/Tagout requirements Ken Chatwin is attending a 2 day training session with Evergreen Safety rl Safety Committee Minutes page 5 r Council. Upon completion of this training we will confront the issue by working on the equipment and work stations that are not in compliance. 9. Departmental Safety Issues. We Discussed departmental employee safety requirements for Fire Evacuation and Earthquake plans that are required by Labor and Industry; which includes posting requirements at various work stations and departments. Scott Wetzel Services, Inc. has devised a format to be followed that should be used as a guide to follow by each, department in setting up the plans and diagrams for evacuation, copies were furnished to those who were present. _ 10. office Saftey Issues. An office safety check list was circulated. This list contained subject matter to be used at safety meetings for departments that are primarily fixed location, office only injury exposure. These topics can be used for safety meetings even if combined with staff meetings. The material discussed in item 9, (Fire Evacuation, Earthquake and 'What to do in a bomb scare' ) are also subjects that can be reviewed periodically as topics for other safety meetings. 11. Safety Video's. There are a number of safety video's available for use during safety-meetings from Labor .and Industry and WCIA (Kent's self-Insurance Liability Association) . Subjects include: limited injury exposure operations and office safety. Please contact Personnel for other subjects that are available without cost. 44 1 Safety Committee Minutes page 6 12. "Good Will". Further discussion will be needed on Small Loss Handling or "Good Will" type claims. Procedure changes may be warranted because the claim set-up and expense to pay is often three-times what the payment amount. This situation would normally cause the claim to be declined based on legal liability. The meeting was adjourned at 3 :30 pm.
