SAFETY COMMITTEE MINUTES
April 18, 1989
PRESENT: Bruce Lipp, Bryan Shira, Don Fronsdahl, Beth Remington
Ken Astrein, Barbara Keohane, K.C. Ellis, Lori Brown
and Joe Sams.
The Safety Committee met on April 18, 1989, in the Second Floor
Conference Room. The following was discussed:
FINANCE
Incident:: Employee was exposed to poison ivy while out
reading water meters.
Comments: Identification and treatment of poison ivy as well
as insect bites and bee stings is covered as part
of City-wide first aid training. However, the
Committee concluded after discussion that it is
difficult to identify poison ivy and decided that
this particular accident was non-preventable. Joe
Sams, from Scott Wetzel Services, will provide the
City with posters that identify this hazard.
FIRE
Incident: Earlier industrial injury caused the necessity of
surgical repairs to the other wrist that was used
for overcompensation.
Comments: The Committee felt that this was a non-preventable
accident.
FIRE
Incident: While demonstrating a stop-drop-roll, the employee
rolled out in the wrong position and popped a
shoulder joint.
Comments: After discussion regarding the specific techniques
of the stopp-drop-roll demonstration, the
Committee concluded that this type of injury would
be hard to prevent and determined that this was a
non-preventable accident.
FIRE
Incident: During an attack on a commercial fire, the
employee was pulling on a 2 1/2 inch hose and
strained his back.

Comments: The employee in this incident was using proper
procedures developed by the Fire Department,
therefore, it was concluded that this was a non-
preventable injury.
FIRE
Incident: Employee was lifting a hose when a flashlight fell
out of his pocket and struck him in the eye.
Comments: Discusssion of this incident revealed that the
velcro on this employee's bunkers was not
functioning properly. Had it been, it would have
held the flashlight inside the pocket. It was
determined that this item should be checked on a
regular basis when inspecting bunkers.
FIRE
Incident: While bending down to put something in a box,
employee strained a muscle in his leg.
Comments: This employee was in apparently very good physical
condition and was using proper lifting procedures.
The Committee determined that this was a non-
preventable accident.
PARKS
Incident: Employee dropped a sideboard while putting it back
onto a truck. The board smashed the employee's
hand.
Comments: The Committee felt that had different material
been used for the sideboard, this accident could
have been prevented. Therefore, this was
determined to be a preventable accident and a
recommendation was made to investigate the use of
different materials, such as aluminum.
POLICE
Incident: Hit during a boxing exercise at the Police
Academy.
Comments: There was inadequate information given on the
accident report, so the Committee will address
this particular accident again next month after
the Department has been contacted.

PUBLIC WORKS
Incident: Employee was rearranging equipment in the back of
a truck and twisted his back.
Comments: The items that were being moved in this situation
were apparently rather heavy. Had proper lifting
procedures been used, this accident might have
been prevented. The Committee determined that
this was a preventable accident.
Also discussed was the new Safety Award Program. It was decided
that an article would be included in the next issue of the City
Central announcing the Program and identifying what the baseline
statistics are for each Department. The use of certificates
instead of plaques was also discussed and the addition of a
regular training program on the issue of safety in the workplace.
