MINUTES FOR PUBLIC SAFETY COMMITTEE MEETIING

STREET CLOSURE PERMIT
City Attorney Sandra Driscoll presented a proposed ordinance which
would allow the City to issue a permit upon request for the closure
of a street, subject to approval of the Chief of Police. Driscoll
stated that City-approved equipment (signs and barricades) would be
necessary for the closure and that every affected property owner had
to agree. The Chief of Police would review applications and set
conditions. Christi Houser questioned how it would be determined as
to how much of a bond would be posted. Driscoll indicated that the
Chief of Police would determine the appropriate amount.
Paul Mann made the motion to have the proposed Street Closure Permit
ordinance put on the consent calendar. Houser seconded the motion.
Moved to Consent Calendar.
PROPOSED TITLE AMENDMENT TO SIMPLE ASSAULT ORDINANCE
City Attorney Driscoll indicated that the Legislature changed the
title of the crime Simple Assault to Assault in the Fourth Degree.
Mr. Biteman questioned if the wording was the same. Driscoll
indicated that the wording had remained the same.
Houser made the motion to have proposed Title Amendment to the Simple
Assault ordinance put on the consent calendar. Mann seconded the
motion.
Moved to Consent Calendar.
ORDINANCE DEFINING RENDERING CRIMINAL ASSISTANCE
City Attorney Driscoll indicated that in the Kent City Code which
includes the crime of rendering criminal assistance, but does not
include actual definition of the crime, which could cause technical
problems in court. The proposed amendment would be the State's

definition of 'rendering criminal assistance'. Bitten asked if the
wording was different. Driscoll stated no.
Mann made a motion to have the ordinance defining Rendering Criminal
Assistance put on the Consent Calendar. Houser seconded the motion.
Moved to Consent Calendar.
SURVEILLANCE EOUIPMENT 29 HATMION
Capt. Rees and Sgt. Cline of the Police Department indicated that to
keep the Committee abreast of what was occurring within the Police
Department they wished to provide a brief demonstration of the
surveillance equipment that was recently purchased by the Police
Department. A brief video was shown that was made with the video
camera and after the video, Sgt. Cline showed the equipment that was
actually used to make the video and briefly egplained how it
operated. Mr. Biteman asked how complicated it was to operate. Sgt.
Cline indicated that once you learned it's operation, it was very
simple.
Sgt. Cline proceed to show various other pieces of equipment such as
the body wire. Mr. Biteman asked if there was equipment to set these
off and Cline stated that yes, there was, but it is not common in the
area and they have had no problem. Mr. Mann asked if it was the same
equipment as the FBI, etc. Cline stated yes, basically it was the
same. Mr. Biteman questioned the valuation. Cline indicated that it
was to date the total valuation was approximately $25,000. Mr.
Biteman questioned the limitations. Cline indicated that it was
dependant upon line of site, obstructions, etc. Mr. Mann indicated
his concern about the problem statewide to change law on single-party
consent law. Cline indicated that the law applies only to State and
Municipal agencies -- Federal agencies can use it. Mr. Biteman asked
about pictures. Cline indicated that sound is what cannot be used--
you can listen, but you cannot record.
Presentation concluded.
INSPECTION AGREEMENT WITH KINQ COUNTY
Chief Angelo indicated that the Inspection Agreement is an on-going
agreement with King County Fire District No. 37 to provide annual
fire inspection service to the business community located within the
boundaries of King County Fire Protection District No. 37. The
agreement is effective for a period of one year. Mr. Biteman asked
about having a two year contract. Chief Angelo indicated that it
would not be possible for this year or next year, but that it may be
a possibility later. Mrs. Houser asked if we could start on the 89

agreement now. Chief Angelo indicated that King County ,initiates the
contract -- we don't have control over that aspect of it.
Houser made a motion to have the Inspection Agreement with King
County put on the Consent Calendar. Mann seconded the motion.
Moved to consent calendar.
GEOTECHNICAL SERVICES FOR THE EAST HILL SITE
Chief Angelo indicated that the West Hill contractor had been
responsive--site preparation was ready to go ahead, but if it weren't
started soon, it may be postponed until after the first of the year.
Mr. Biteman relayed information about an article he had read
regarding bidding process for municipalities.
Chief Angelo stated that he anticipated 25% in changes. Mr. Mann
indicated that he felt that $20,000 seemed excessive for soil
evaluation. Chief Angelo indicated that it was a $20,000 cap and
explained why the evaluation was worth every cent pai4 --the decisions
were critical to long range. Mann asked if 10 years down the road
and it sinks--are they responsible? Angelo said that yes they were.
Mann asked who foots the bill? Angelo stated that the lawyers would
have to work that out if it came to that. Mann asked about the
affect that earthquakes may have. Angelo stated that the entire
valley has the potential and consideration was given to that. That's
why they are building on the hill.
PURCHASE OF APPARATUS
Chief Angelo asked that Battalion Chief Fronsdahl to, stand up to be
recognized for all of the work that he has done on the apparatus.
Chief Angelo indicated that by buying six there would be a $5,000 per
unit savings. Mr. Biteman asked what the cost of the last purchase
was. Angelo stated that it was about $200,000. Munn asked where
Pierce was based. Angelo stated Appleton, Wisconsin. Biteman
indicated that Pierce was a standard in the industry.
Chief Angelo indicated that the tillered needed to go to bid again.
The low bid drastically missed the specs, as did ,thee, next bid. The
third bid was too high and also missed specs. Apparently they did
not understand exactly what was wanted and once they understood, they
made amendments and wanted to change the bid.
Mr. Biteman asked that tillered be defined. Chief Angelo indicated
that on a tillered there is also a steering unit, im back, it has a
fifth wheel. You can also jackknife it to add to stability. Angelo

indicated that operating a tillered unit takes abet of training--it
is much more difficult to operate and there is a greater potential
for incidents.
Mr. Mann moved to endorse going to bid again. Mrs. Houser seconded
the motion.
Mr. Mann asked about sprinklers: Chief Angelo indicated that a
Uniform Building Code is being adopted, but sprinkler clause is being
left out. There is a hearing on the 16th in whicbt there will be
given testimony on sprinklers. It was asked how ban o City impose
sprinklers when we (City Hall) does not have them. Chief Angelo
relayed information damages incurred on an apartment fire that had
sprinklers and a home fire that didn't. Angelo indicated that it was
possible to retrofit City Hall with sprinklers. Mena indicated that
they could recommend to have City Hall retrofitted with sprinklers
along with the remodelling that was occurring and mpv4d to explore
the costs involved. Houser indicated that you can't compare costs of
retrofit and new buildings. The new senior center is' sprinklered.
Mann asked about the new library and it was indicated that yes, it
would be sprinklered. Bite-man asked if UBC (Uniform Building Code)
was national. Angelo indicated that it was regional.. Mann stated
that he thinks we owe it to the people.
