PARRS COMMITTEE MINUTES
April 12, 1989
Councilmembers Present: Steve Dowell, Chair; Jon Jabnoon.

Senior Center - Elootric Door QRenegs
Bartelt requested approval to spend additional monies to install
two electric door openers at the Senior Center. Bartelt explained
that the City appropriated $3500 to install the electric openers,
however; the lowest bid received was $4357. Wickstzox added that
she received permission from Tony McCarthy to spend the extra
monies.
The Committee unanimously agreed with Bartelt's request.
Bartelt also reported that the new kitchen floor at the Senior
Center will be installed on May 29.
Award for Barney W41son
Wickstrom reported that Barney Wilson was absent from the meeting
because of his attendance at the Washington Secoln4ary School
Athletic Administrators Association Annual Con-fence. The
Association is presenting Wilson with a Commenft%ion Award in
recognition for his outstanding service to the '6a Ogton State
High School Athletic Program.

special Populat n - Gold Me4al Award
Fraser explained that the Special Populations div ' ion has been
nominated for the Special Populations Gold Medal Ward by West
Coast Awards. The department will learn in six weeks if they are
a finalist.

Mill Creek Propertj
Wickstrom reported that the department received a letter from a
private party, regarding sale of Mill Creek Canyon property.
Wickstrom pointed out that the property is a0tually Water
Department property, and that neither the Engineer 9 Department
nor the Parks Department is interested in selling the 'land.
Dowell recommended that the department write a letter to the
interested party, explaining that selling the property is not a
feasible option at this time.
Golf Course Staffing
Sullivan requested approval to add four new cashiering positions
at the golf course,, in addition to the four part-time positions
that are included ,in the 1989 budget. This would, result in an
additional $25,000 to fill the positions. (*The aateal additional
cost, including benefits, was calculated to be $37,900. )
After reviewing the request, the Committee unanimusly accepted
Sullivan's proposal to hire four additional cashiers at the golf
course for the remainder of 1989.
Street Closure Qrd4nauce
Thorell explained that it will be necessary to clost, some streets
in downtown Kent as the Canterbury Faire and Balloon Classic events
are taking place. In order to close these streets, it is necessary
for Council to adopt an ordinance permitting such closures.
Thorell pointed out which streets will be closed and explained how
traffic will be routed during that time. Dowell suggested that the
department notify those living on the small, residential streets
in advance of the closures.
Canterbury
Thorell presented the Canterbury Faire and Ba logp ,classic slide
show to the Committee and explained that the shoat Will be used to
find sponsors, recruit volunteers and to propptOi the events.
Dowell suggested investigating the possibility of' I*o4ia coverage
of the slide show.

In response to DowelllIs question, Jack Ball rappVted that the
crushed rock was dglivered to the Old Fishing Hole,,; ,and that the
park is in good condition.
Wickstrom reported that the picnic shelters for Russ$ll Road Park,
Briscoe Park and Van Doren Is Landing have been rec*ived and are
being installed.
The date for the Parks Department budget presentation was set for
June 21. The meeting will be held at 3:30 p.m. in 'e', Courtroom.
The next regular meoting is scheduled for May 17, 1989 at 4:00 p.m.
in the Courtroom.
