PARKS COMMITTEE MINUTES
January 11, 1989

Wilson informed the Committee that it was Lyle Rice who first
brought the project to the Committee's attention, but at that time
it was not a high priority because of other projector on which the
Parks Department was working. Wilson further explained that the
reason for bringing the project to the Committea agaih was to see
if there was still interest. The Committee expressed interest and
urged the Parks Department to continue researching the feasibility
of the project.
Highway DeRaxtMeat maintepaRge
Wilson reported that due to a cut in its maintenance budget, the
Highway Department has asked the Parks Department to take over
maintenance of some of Kent's entries (Willis & 167 and North
Central & 167) . Gilson indicated that the City alteady has plans
to maintain the entry at the new golf course. Alt*ough no formal
agreement has been made, Wilson explained that -J'aOt Ball and Tim
Heydon have discussed sharing the responsibility Of ftintaining the
entries. The Committee recommended that the dep4ttteht proceed in
investigating the issue.
"Just Say Note Program
Leahy introduced two youth basketball participants, Vony Nowacki
and Lisa Toma, who were present to display the new logo now
appearing on all youth sports shirts for the ComMittee and the
newspaper. Leahy explained that it was, Wilson's idea to use the
"Just Say No" logo to strengthen the idea of saying "no" to alcohol
and drugs. Humamura photographed the youth for the newspaper.

Cheryl Nowacki, parent of one of the youth, complimented the Parks
Department for all of the work that the department ,4oes for youth
in the community.

Thorell explained that there has been a 70% increase in Cultural
programs over the past year, which has resulted in On increase in
participants and revenues. As a result, Thorell presented two
requests for Committee approval: 1) to add a regular part-time
Office Technician xI position at the Resource Center to provide
clerical support for the cultural, fitness and youth day care
programs; and 2) to increase regular part-time Cultural Arts
specialist position from 1,092 hours to 1,402 hours to provide
support for the Kent Arts Commission, Canterbury Faire and Balloon
Classic projects (see attached) .
Woods moved to accept both requests. The motion passed
unanimously.
Dowell moved to place the item onto the Consent Calendar. The
motion passed unanimously.

Wickstrom pointed but that the plan was authorized ,lAst year and
that the department is now ready to proceed. , Nickstrom then
introduced Webster to explain the study. Webster informed the
Committee that notaonly will the study be done for, the Maintenance
division, but for every division with the department. Webster
further explained that that the study will iinq�"ela detailed
inventory, an approved level of service, and a list of tasks within
the parks system.
Dowell questioned the cost of the printing and bindi , and whether
this could be done in-house. Wickstrom elajhe4 that the
department has that option, should it be more reasgmable.
Woods moved to accept the Plan and to add the item io the Consent
Calendar. The motion passed unanimously.

Woods expressed concern regarding obtaining property for East Hill
parks. Wilson explained that five tracts of land ,;arse presently
being surveyed. Wilson added that he is working with the cities
of Issaquah and North Bend to have land establish94 as a service
area rather than a district. This would make land more easily
accessible for parr use. The committee expressed t oir desire to
have Wilson and they department follow up on this is#ue.
Parks committee meetings were changed to the 3rd Wednesday of each
month.
The meeting was adjourned.
