Staff present: Brent McFall , Tony McCarthy, John Hillman, Barney_Wilson, Helen Wickstrom, Neil Sullivan, Jack Ball , Patrice Thorell , Pam Rumer, Maggie LeMaster, Lea Britting. Others present: John Steidel , LeRoy Charff, Dick King. RIVERBEND GOLF COURSE - PHASE II - BIDS AND RECOMMENDATION FOR AWARD Wilson opened the meeting with introductions. Bids were opened for the golf course landscaping, and the low bidder was Hall and Lindsay of Seattle. Six bids were received. The golf course architect, Steidel , estimated the base cost to be $1 ,410,000. Hall and Lindsay's bid was $1 ,297,600. There are no unknowns at the golf course at this time. Wickstrom noted that the Phase I cost was $386,293, including tax. McFall questioned the number of trees being deducted from the golf course. Steidel explained that the proposed tree deduction will only remove approximately 10 percent of the trees (from 1600 to 1434) . In response to Dowell 's question about the water hook-up, Wilson commented that a line will be installed from Meeker Street to Pond B as a back-up water supply. The cost of installation will be approximately $1 ,000. McFall expressed concerns regarding the range of bids for the multi-color wire being installed. Steidel agreed that some firms were obviously "off" in their estimates. The lower bid amounts for this did not consider the color wire as an additional expense over their base bid amount. Wilson stated that the bid for the support structures has been delayed for one week. He then introduced LeRoy Charff from ORB to inform Councilmembers and others present of details involved with the golf course structures. Charff mentioned and explained all support structures involved in the golf course project. He showed drawings and explained the layout of the clubhouse and surrounding facilities. In response to Dowell 's question, Charff explained that the main. clubhouse entrance is the only entrance to the golf course for the public, however, there is a separate entrance for a maintenance crew whenever thp; golf course requires maintenance. Charff estimated the base cost of the support structures phase of the golf course at $1 ,064,000. There will be 12 alternates, for a total !estimated cost of $1 ,541 ,000. Parks Commitee Minutes March 9, 1988 Page 2 McCarthy and King both explained that the basic concern with financing the golf course is sufficient coverage of debts. McFall noted that adjustments will be made up until the date of completion. King stated that the City will watch the timing of the sale of bonds. McCarthy also explained that there is a possibility of selling commercial property located next to the golf course for one million dollars. McCarthy expects the value of the commercial property to increase once the golf course is built. Therefore, the City is trying to delay the sale. McFall stated that first revenues from the course will be applied to debt coverage. If the revenues are not sufficient, the City is respohsible for cost of the maintenance and operation of the golf course. However, the City cannot pay for debt coverage. McCarthy explained that it will take $4.3 million to finance the complete golf course facility, and an additional $1 million for a reserve account and to pay interest fees. Councilmembers and others present suggested that everyone think about other deductions that can be made, and also to think of contributions and other revenues to bring in. Woods and Dowell approved the bid by Hall and Lindsay, and Wilson stated that a letter from Steidel will be prepared and submitted to the City Council at the next Council meeting.
