SENIOR CENTER BYLAWS
This item was removed from the agenda and postponed until a later date. The
seniors attending the meeting were so advised. Wilson noted that it has been
suggested that Brent McFall meet with the Senior Advisory Council and the
Concerned Citizens to review suggestions and proposals.
CAMP WASKOWITZ
Street, a Recreation Supervisor for the Parks Department, presented a
10-minute slide show of a new Parks Department program - Camp Waskowitz.
Street shared with everyone that Camp Waskowitz is a resident camp for boys
and girls entering fifth and sixth grades. Street commented that, to his
knowledge, no other Parks Department offers such a program.
Wilson commented that he had the opportunity to visit Camp Waskowitz last year
and he feels that it is a great camp. He feels that it adds a balance to a
lot of the physical programs that the Parks Department offers.
Dowell noted that the program seems self-supportive, and that he remembered
seeing several letters of approval after Camp Waskowitz ended last year.
FEES AND CHARGES
Wilson stated that the City Council has directed that the Parks and Recreation
Department increase its fees by $90,000. Wilson has asked the individual
divisions within the department to increase revenue as follows: Recreation -
$40,000; Commons - $20,000; Senior Center - $6,500; Cultural Arts -
$20,000; Specialized Recreation - $5,500. Wilson reported that the
Recreation Division will increase its fees to youngsters by 10 percent to 15
percent. Wilson also noted that he felt the $20,000 asked of the Cultural
Arts Division was a little high, as it is a new program, having 'only developed
in the past five years.
Wilson reminded everyone that the Recreation staff will be moving to the Kent
Commons, which will hopefully increase activity. Wilson stated that "a dollar
saved is a dollar earned", which is the purpose of the Recreation
reorganization within the Parks Department. Wilson also noted that there has
been some criticism about closing the games room at the Commons.

In response to Dowell 's question, Wilson stated that last year, without the
Council 's request, the Parks Department budgeted to increase its 1988 revenue
by $78,000, and this additional $90,000 requested increase is quite a bit to
add.
RIVERBEND GOLF COURSE - INFORMATIONAL UPDATE
Wilson stated that in drilling the well , water has been struck at the golf
course, and the well has been capped. The well tested up to 300 gallons of
water per minute. Phase I, the staking and rough grading, has been
completed. Bids will be opened on March 9 for Phase II - landsc4ping. Wilson
noted that the Parks Department is offering $500 a day, up to $10,000, if the
contractors can complete work ahead of schedule (the Legal Department and
Brent McFall have been consulted).
Wilson informed everyone that there will be a fence around the golf course.
Its main purpose will be to keep vehicles off of the course. Wilson also
noted that there is a commercial area that may be vulnerable to golf balls.
However, the new course will not be as congested as the smaller course.
Wilson also noted that the new golf course well water is from a separate
supply than the City water supply. This way, the golf course will not be
taking from the fish or the citizens.

The next meeting was set for March 23, 1988, at 4 p.m. , in the Council
