The meeting was called to order at 4:50 p.m. by Chairperson Christi Houser.
Approval of Vouchers
All claims for the period ending August 30, 1991 were approved for payment in the amount of
$1,488,435.95.
Drinking Driver Task Force Ordinance
City Attorney Lubovich presented a Drinking Driver Task Force Ordinance for the Committee's
consideration. The ordinance would formalize the Drinking Driver Task Force. The Drinking Driver Task
Force would report to the Police Department as suggested by the Management Study.
Committeemember Johnson MOVED to approve the adoption of the Drinking Driver Task Force Ordinance.
The motion was SECONDED and passed with a vote of 2-0 to be placed on the Consent Calendar of the
next City Council meeting.
Vehicle Monitoring System (VMS) Upgrade
Public Works Director Wickstrom requested authorization for the Mayor to sign an application for federal
funding to upgrade the City's master traffic control system. Wickstrom explained the transfer of funds was
previously budgeted and the need to execute the application by the end of the month.
Committeemember Johnson MOVED to approve authorization Chairperson Houser SECONDED the motion
which carried with a vote of 2-0.
Reimbursement of Councilmembers for Attending Chamberof Commerce Functions
Committeemember Johnson asked to add an item. Chairperson Houser agreed and the reimbursement of
Councilmembers for attending Chamber of Commerce functions was discussed. Johnson informed those
present that the City Attorney's research indicated that it may be possible for the City to reimburse elected
officials if the resolution adopted in 1987 was revised. Johnson requested that the matter be reviewed and
brought back to the Operations Committee for consideration.
After further discussion the meeting was adjourned by Chairperson Houser at 5:10 p.m.
