OPERATIONS COMMITTEE MINUTES
July 23, 1991

The meeting was called to order at 4:50 p.m. by Acting Chairperson Jon Johnson. ,
Avnroval of Vouchers
All claims for the period ending July 15, 1991 were approved for payment in the amount of$1,278,005.65.
Drinking Driver Task Force Funding
Community Events Coordinator Nancy Woo informed the Committee that the legislature has approved
reduced funding in the amount of $45,153 for July 1, 1991 through June 30, 1992. One half of the
amount would be $22,577 for 1991. Woo requested that the Committee authorize replacement of lost
funds for the Drinking Driver Task Force's 1991 budget in the amount of$2,781.
Committeemember Mann moved to authorize the replacement funds in the amount of $2,781 and was
seconded by Acting Chairperson Johnson. May Miller requested authorization be given to add the$22,577
back into the general fund. Mann so moved and was seconded by Johnson,the motion passed with a vote
of 2-0.
Management Study Implementation
Personnel Director Olson informed the Committee this was an information only item in response to the City
Councils acceptance of the recommendations made by the Warner Group.
The Personnel Department recommendations relating to the City Clerk were as follows:
1. The position was recommended to report to the second assistant city administrator under the
Management Study Committee's recommendations; instead Personnel, recommends the position
report directly to the City Administrator until such a position is created.'' The City Clerk will not
be a department but the "office of".

2. Personnel recommends the City Clerk position be salary level 37 with a;salgry range of$2,964 -
$3,b15. Twenty public entities were surveyed to arrive at this level. Addidon ly,records retention
would be retained by the City Clerk's office.
The City Clerk is named by the Mayor and ratified by the City Council.
City Attorney Lubovich informed the Committee that the current City Code does not reflect the current
reporting lines and recommended the ordinances be amended to reflect the necessary changes.
Committeemember Mann asked what the salary range of the former City Clerk was. Olson responded the
position was a 40. The survey indicated 37 was the appropriate level and the Ewing Group had indicated
the City Clerk was overpaid in his study.
During further discussion City Administrator Chow indicated the ordinances would be updated prior to the
selection process for the City Clerk.
Acting Chair Johnson adjourned the meeting at 5:00 p.m.
