HomeMy WebLinkAboutCity Council Committees - Operations - 12/20/1988 OPERATIONS COMMITTEE MINUTES December 20, 1988 COUNCIL MEMBERS PRESENT: Christi Houser Paul Mann Steve Dowell Jim White (for latter part of meeting) STAFF PRESENT: Brent McFall Tony McCarthy Barney Wilson Sandra Driscoll Jim Hanson Charles Lindsey Helen Wickstrom LIBRARY LAND TRANSFER City Administrator McFall noted that this special meeting was called to finalize the transfer of the existing library facility to the City and A half interest of the Cold Storage facility to the Library District. This transaction needed to occur prior to year end so that the City could sell a portion of the land acquired from the library, to the developer who is developing the City Hall office space project. It was noted in the presentation by Mr. McFall that the library board had reviewed the agreement and should be approving it soon with only minor modification to the language. At the request of Council , it was noted that the new library project probably will not start until June of '89 and that the City Hall Office space project should be completed prior to the completion of the library. The Committee recommended that this item be brought up under Council reports at the Council meeting of December 20, 1988. CHRISTMAS TREE PICK UP City Administrator McFall noted that there were three options in picking up residential Christmas trees. The first option is for the City's haulers to pick up the trees free based upon the City ordinance that requires City's haulers to pick up trees. The second option is to contract with the haulers based on a low bid as provided by the two City haulers. The third option is to contract Ar. Operations Committee Minutes December 20, 1988 Page 2 directly with Kent Disposal since Kent Disposal has the City's recycling contract. It was noted that as a part of the bid, Tri Star bid $1 .50 per tree plus tax and Kent Disposal bid $55.55 per hour for 40 hours plus tax. After some discussion about the options by the Council members, it was decided to go ahead and pay Kent Disposal for the service since pursuing the other options may not get the trees picked up within the time period provided. City Administration felt like this item did not require further Council action and was brought to the Committee for information only. GOLF CONTRACT WITH MICKEY STRAY As an information item it was noted that the City's golf concessionaire, Mickey Stray, may be at tonight's meeting requesting review of his contract with the City. After much discussion it was noted that the City Council 'was well aware of the issues since Mr. Stray had attended a prior Council meetings, had written letters to the Council and had aired his concerns in the press. Councilwoman Houser noted that the Council shouldn't negotiate the contract and 'that since the staff finds no evidence of a contract violation, Mr. Stray should obtain legal advice to pursue his concerns.
