HomeMy WebLinkAboutCity Council Committees - Operations - 06/01/1987 • i OPERATIONS COMMITTEE MINUTES June 1, 1987 COUNCIL MEMBERS PRESENT: Tom Bailey Christi Houser Bernie Biteman STAFF PRESENT: Charlie Lindsey OTHERS PRESENT: None APPROVAL OF VOUCHERS All claims for the period ending 5-31-87 in the amount of $1,310,573.89 were approved for payment. ADVERTISEMENT ANALYSIS Customer Services Manager Charlie Lindsey presented a brief analysis of what the City spent for legal and personnel advertising for 1986, and a comparison of rates for Valley Daily News, Daily Journal of Commerce, and The Seattle Times newspapers. Councilmember Bernie Biteman moved, and Christi Houser seconded, a motion to ask the Administrator to prepare a resolution for bidding legal advertising for the Council to review at their June 16, 1987, ►meting. LEAK ADJUSTMENT POLICY REVISAL Customer Services Manager Lindsey reviewed the proposed revised leak policy. Councilman Biteman asked the staff to check with the City's insurer, and one other insurance company, to determine if it is feasible for the City to provide low-cost insurance for homeowners that are faced with the damages of burst pipes within their home and are unable to afford homeowners insurance, and to report the results at the Operations Committee Meeting of June 15, 1987. Councilman Biteman also moved, and Christi Houser seconded, a motion to direct the staff to prepare a draft amendment to the leak policy to be placed on the Council Agenda of June 16, 1987. SCREENER CONTRACT City Attorney Sandra Driscoll had prepared a memo requesting permission to contract with a screener to determine eligibility for public defender services. Tom Bailey asked if this was a permanent part-time position, and it was determined that it was not. Councilman Biteman moved, and Councilwoman Houser seconded, a motion to approve this request and place it on the Consent Calendar for the meeting of June 16, 1987. GARBAGE RECYCLING PILOT PROGRAM Councilman Bailey discussed his concern about Rabanco adjusting, garbage rates for recycling. He wondered if it was legal to give the $1 rebate and asked the staff to check with the WTUC and report back at the June 15, 1987 Operations Committee meeting. 66F-IF
