OPERATIONS COMMITTEE MINUTES
NOVEMBER 21, 2006
Committee Members Present: Tim Clark, Chair, Deborah Ranniger and Debbie Raplee
The meeting was called to order by Tim Clark, Chair at 4:07 p.m.
1. APPROVAL OF MINUTES DATED NOVEMBER 7 2006
Deborah Ranniger moved to approve the minutes of the November 7, 2006, Operation
Committee meeting. Debbie Raplee seconded the motion, which passed 3-0.
2. APPROVAL OF VOUCHERS DATED NOVEMBER 15 2006
Finance Director Robert Nachlinger presented the vouchers November 15, 2006, for approval.
Debbie Raplee moved to approve the vouchers dated November 15, 2006. Deborah
Ranniger seconded the motion, which passed 3-0.
3. KING COUNTY WATER DISTRICT 111 REIMBURSEMENT AGREEMENT
Acting Parks Director John Hodgson presented the King County Water District 111
Reimbursement Agreement. Mr. Hodgson advised that this Agreement is typically presented as a
latecomer agreement. He stated that the City entered into a Developer Extension Agreement
April 27, 2005, with King County Water District 111 for construction and installation of the water
system for Service Club Ballfields. As construction is completed and other property owners
connect to the water system, the City will receive reimbursement from Water District 111 for the
property owners who did not contribute to the original cost of the water system. Unbudgeted
fees impact revenue account P20024.56000.
Debbie Raplee moved to recommend Council authorize the Mayor to sign the
Reimbursement Agreement with King County Water District #111 for the water service
at Service Club Ballfields, located at 14608 SE 288th Street. Deborah Ranniger
seconded the motion, which passed 3-0.
4. 2006 PROPERTY TAX LEVY ORDINANCES
Finance Director Robert Nachlinger presented the 2006 Property Tax Levy Ordinances. Mr.
Nachling advised that the proposed ordinances establish the actual 2006 property tax levy for the
2007 budget. The levy includes the 1% increase over last year's levy and increases resulting
from new construction, increases in state assessed property, other adjustments and annexed
properties. Mr. Nachlinger stated that state law requires a separate ordinance to authorize any
increase in property tax. The first ordinance authorizes an increase in the regular property tax to
1% over the previous maximum allowed tax levy. The second ordinance levies the tax for 2007
collection. The current estimates for the 2007 budget are $25,552,286 for the regular levy and
$600,000 for the voted debt levy, for a total levy estimate of $26,152,286. Final numbers are
pending receipt of the assessed valuation from King County. Questions and comments were
discussed between the Committee and Mr. Nachlinger.

Deborah Ranniger moved to recommend council adopt the proposed ordinances which
authorize and establish an increase in the 2006 property tax levy for collection in 2007,
final numbers subject to minor adjustment upon receipt of the assessed valuation from
King County. Tim Clark seconded the motion, which passed 2-1. Debbie Raplee
opposed.
