HomeMy WebLinkAboutCity Council Committees - Parks and Human Services - 02/16/2006 (3) Parks and Human Services Committee Minutes February 16, 2006 Council committee members present: Chair Deborah Ranniger, Ron Harmon, Bob O'Brien The Kent City Council Parks and Human Services Committee meeting was called to order by Chair Deborah Ranniger at 4:15 p.m. 1. Approval of Minutes Ron Harmon moved to approve the Parks and Human Services Committee meeting minutes of the January 19, 2006. Bob O'Brien seconded and the motion passed 3-0. 2. 2005 Consolidated Annual Performance and Evaluation Report - Authorize Dinah Wilson, Human Services Planner explained that the 2005 Consolidated Annual Performance and Evaluation Report (CAPER) is a report to the U.S. Department of Housing and Urban Development (HUD) on the City’s activities and accomplishments using Community Development Block Grant (CDBG) and other funds. The report is required by HUD annually and must be submitted by March 31 of each year. The report includes information on how CDBG funds were used to further the goals and strategies of the Consolidated Plan, as well as other activities executed by the City for the downtown area. The downtown area is defined in the zoning map as part of the Comprehensive Plan. The area includes Willis Street to James Street and three blocks outside Willis Street up to Hwy. 167. Home Repair Services are provided to qualified citizens as regulated by the Federal Government. Income levels are scrutinized to qualify for funds and exclude the value of the applicant's home. The city must maintain affordable housing stock. Primary services include fixing hot water tanks, furnaces and creating ADA accessibility. The average client is a senior and makes under $10,000 per year. Strategy E2.B of the CAPER, "Develop incentives and supports for small businesses" was identified as a very worthwhile program because of its significant impact on the community. The funds assist small businesses in achieving their potential and growth. Deborah Ranniger pointed out that this program is an investment in the economic vitality of the city. Bob O'Brien moved to recommend that Council authorize the Mayor to submit the 2005 Consolidated Annual Performance and Evaluation Report to the Department of Housing and Urban Development. Ron Harmon seconded and the motion passed 3-0. 3. Transfer Ownership of Artwork at Kent Meridian Pool - Approve A work of art from the Cultural Development Authority of King County is affixed to the north exterior wall of the Kent Meridian Pool (see attached picture). Since the County transferred ownership of the pool in 2003, they would also like to transfer ownership of the art work. The transfer would be at no cost to the city. The piece would become a part of the city's art collection and staff responsible for subsequent care and maintenance. The artwork is in good Parks and Human Services Committee Meeting Minutes January 19, 2006 Page 2 condition and does not require special maintenance at this time. The Kent Arts Commission reviewed the artwork and has voted to recommend approval of the transfer. Ron Harmon moved to recommend Council accept approve transferring ownership of the art piece at Kent Meridian Pool from the Cultural Development Authority of King County to the City of Kent. Bob O'Brien seconded and the motion passed 3-0. 4. King County Division of Developmental Disabilities Grant - Accept and Amend Budget Adaptive Recreation staff received a grant for $4,000.00 from the King County Developmental Disabilities Program. Funds will be used to assist families to pay for W.A.L.K.A.P.A.L.A., an inclusive day camp for 6-12 year olds. Bob O'Brien moved to recommend Council accept the Developmental Disabilities Grant for $4,000.00 from King County for inclusive day camp and approve the expenditure of funds in the Day Camp Budget. Ron Harmon seconded and the motion passed 3-0. 5. Lions Club Donation for Portable Staging - Accept and Amend Budget On October 4, 2005, Council approved the sole source purchase of staging from Marshall Austin Productions, Inc. with acknowledgement of the Kent Lions Club $15,000.00 pledge toward the purchase of the staging was received and deposited in the Portable Staging Budget. Ron Harmon moved to recommend Council accept the $15,000.00 donation from the Kent Lions Club to reimburse the purchase of portable staging and approve expenditure of funds in the Portable Staging Budget. Bob O'Brien seconded and the motion passed 3-0. 6. Riverview Park Design Consultant Agreement - Authorize In October 2005, the Parks Department advertised a Request for Qualifications (RFQ) for consultants to assist with design development of a 15 acre community park along the Green River. Eleven Statement of Qualifications (SOQ) were received and reviewed by city staff. Five consultant design teams were selected for the presentation and evaluation process. JA Brennan Associates, PLLC was selected to work with Park staff to prepare a master plan and the documents necessary to construct the park for the amount of $119,324.80. The consultant budget is within the allowable limits of the Aquatic Lands Enhancement Account (ALEA) grant funding requirements. Bob O'Brien moved to recommend Council authorize the Mayor to sign the Consultant Agreement with JA Brennan Associates, PLLC to Master Plan Riverview Park.
