HomeMy WebLinkAboutCity Council Committees - Operations - 11/15/2005 KEN T W A S H I N O T O N OPERATIONS COMMITTEE MINUTES NOVEMBER 15 2005 Committee Members Present: Chair Tim Clark,Deborah Ranniger, and Bruce White Chair Tim Clark stated that he would like to add an item to the agenda, namely the Restoration of Funding for the Suburban Cities Association. The meeting was called to order by Tim Clark, Chair at 4:06 p.m. 1. APPROVAL OF MINUTES DATED NOVEMBER 1,2005 Bruce White moved to approve the minutes of the November 1, 2005, Operation Committee meeting. Deborah Ranniger seconded the motion,which passed 3-0. 2. APPROVAL OF VOUCHERS DATED NOVEMBER 15, 2005 Finance Manager Bob Nachlinger presented the vouchers for November 15, 2005, for approval. Bruce White moved to approve the vouchers dated November 15, 2005. Deborah Ranniger seconded the motion,which passed 3-0. 3. RESTORATION OF FUNDING FOR THE SUBURBAN CITHES &SSiOCIATION Chair Tim Clark and Acting Chief Administrator John Hodgson addressed the other Committee members advising that the Suburban Cities Association has three seats on the King County Emergency Management Advisory Committee(EMAC) and that this committee oversees King County Emergency Management from a policy level. The EMAC has been involved in the development process of allocation of funds from Homeland Security grants and the Cities' voice is heard through this group in ensuring that the funds are allocated properly and fairly. The Suburban Cities Association also has three (3) seats on the Regional Homeland Security Subcommittee (RHSS). RHSS has distributed $11 million in grants over the last three years. The City of Kent has received. over $328,000 for four projects from RHSS. The Committee was further advised that there is a$54,000 budget impact on the City for the authorization of this funding which would be from the contingency within the General Fund. The funds are not currently in the 2006 budget. The impact to the revenues from grants is unknown at this time. Police Chief Ed Crawford and Fire Chief Jim Schneider both addressed the Committee and stated the importance that Kent have in have a representative in the policy decision making with the Suburban Cities Association. Operations Committee Minutes November 15, 2005 Page: 2 Deborah Ranniger moved to recommend that the Operations Committee authorize the inclusion of$54,000 in the General Fund 2006 Budget for the Suburban Cities Association and forward the item to the City Council agenda of December 13, 2005.
