HomeMy WebLinkAboutCity Council Committees - Public Works/Planning - 08/15/2005PUBLIC WORKS COMMITTEE MINUTES August 15, 2005 COMMITTEE MEMBERS PRESENT: Committee Chair Bruce White and Committee Members Ron Harmon. The meeting was called to order at 5:10 P.M. Approval of Minutes Dated August 1, 2005 Committee Member Ron Harmon moved to approve the minutes of August 1, 2005. The motion was seconded by Debbie Rapplee and passed 3-0. 2005 – 2006 WA Conservation Corps Sponsor Contract Mike Mactutus, Environmental Engineering Manager, stated that Kent has participated in the program since 2000. This agreement will provide a portion of the salary, benefits, tools and transportation costs for a 5 person crew and supervisor to work on various capital improvement projects. Americorps service program will provide the other portion as well as educational scholarships for crew members. Debbie Raplee moved to recommend authorizing the Mayor to sign Washington Conservation Corps Sponsor Agreement, in the amount of $85,000, and direct the staff to utilize these funds to purchase landscaping and maintenance labor for various capital improvements projects. The motion was seconded by Ron Harmon and passed 3-0. (Ron Harmon publicly thanked Mike Mactutis for quickly providing information that was requested to Bruce). Amendment to Waterline Easement Agreement Tim LaPorte, Design Engineering Manger, explained this amendment would revise the easement for set backs from the BPA towers at the Impoundment site. The new easement will fully encompass all the areas where the new watermains will be located. Ron Harmon moved to recommend the Council authorize the Mayor to execute the respective document(s) to amend the waterline easement to reflect the revised watermain location as described in the legal description attached as Exhibit A. The motion was seconded by Debbie Rapplee and passed 3-0. Portion of 108th Avenue SE – Street Vacation Gary Gill, City Engineer, stated this resolution would set the public hearing date for the street vacation located along a portion of 108th Ave. SE. Debbie Raplee moved to recommend Council adoption of a resolution setting a public hearing date of September 20, 2005 for the Street Vacation located along a portion of 108th Avenue SE. The motion was seconded by Bruce White and passed 3-0. Portion of South 188th Street – Street Vacation Gary Gill, City Engineer, stated this resolution would set the public hearing date for the street vacation located along a portion of S. 188th Street. 2 Ron Harmon moved to recommend Council adoption of a resolution setting a public hearing date of September 20, 2005 for the Street Vacation located along a portion of South 188th Street. The motion was seconded by Debbie Raplee and passed 3-0. 228th Corridor Qwest and Puget Sound Energy Agreements Tim LaPorte, Design Engineering Manager asked to have this item added to the agenda. These agreements would authorize the two companies to utilize City property to place underground facilities prior to roadway construction for the S. 228th Corridor project. Debbie Raplee moved to recommend authorizing the Mayor to sign the agreements with Qwest and Puget Sound Energy, authorizing the two companies to utilize City property acquired for the S. 228th Corridor West Hillclimb Extension to place underground facilities prior to roadway construction. Approval of these two agreements is subject to further refinements and approval by the City Attorney and the Public Works Director. The motion was seconded by Ron Harmon and passed 3-0.
