APPROVAL OF MINUTES Les Thomas MOVED and David Malik SECONDED to approve the Minutes of September 23, 2002 Motion CARRIED ADDED ITEMS TO THE AGENDA None COMMUNICATIONS None NOTICE OF UPCOMING MEETINGS After discussion, Les Thomas MOVED and Jon Johnson SECONDED to cancel the December 23, 2002 public hearing Motion CARRIED Planning Manager Anderson stated that the City Council will make a proclamation at their November 5 meeting in celebration of World Town Planning Day which includes recognition of the Land Use and Planning Board and other citizen volunteers for their efforts in the Planning arena Ms Anderson invited the Board members to attend this function, indicating that a reception will be held prior to the meeting. Ms Anderson stated that the annual comprehensive plan amendments will be discussed at the November 12 workshop with Election of Officers and the Housing and Human Services Elements to be discussed at the November 25 Hearing Ms Anderson stated that there would be a December 9 workshop on the Land Use and Community Design Element • Ms Fincher questioned if the City Council Planning Committee intended to continue discussion on alternative housing types Ms Anderson stated that it was staff's understanding alternative housing types would be discussed as part of the Community Design and Land Use Elements before the Board, indicating that she would clarify this issue with Planning Committee Chair, Leona Orr • #CPA-2002-1 COMPREHENSIVE PLAN UPDATE —CHAPTERS 1, 2, 3 AND 11 Planner, Gloria Gould-Wessen stated that the Introduction, Community Profile, Framework Policies and Utilities Elements have been discussed at Board workshops held May 13`n September 9th and September 23'd Ms Wessen stated that the Introduction reflects changes within our community, history of our community and outlines the organization of Kent's Comprehensive Plan She stated that the Community Profile provides both historical and updated demographics from the 2000 Census. Ms Wessen stated that the Framework Policies connect the City's policies with the provisions of the Growth Management Act and the Countywide Planning Policies Ms Wessen stated that the Utilities Element provides for efficient and predictable provision of utilities, facilities and services within our community. Ms Wessen identified some changes to Chapters 1, 2, and 3 as follows. Chapter 1 — Introduction • Page 1 — Updates the City's square miles and population to accurately reflect the data from both the City of Kent Office of Financial Management and the 2000 Census • Pages 2, 6 & 7 —Corrects typographical errors and reflects Parks and Economic Development as required elements Mr Thomas stated that the phrase on page 3 of the Introduction which says "The 1890's were a decade of growth for Kent as the railroad depot Kent as the business center for much of the valley"needs to be revised • Chapter 2 - Community Profile- Pages 5 and 6 — Revises household income and housing costs based on census data, indicating that the 1990 median income of approximately $32,000 has risen to approximately $46,000 • Page 7 —Adds language regarding housing growth • Page 14 Adds language regarding the Buildable Lands Study and updated household and lob targets for Kent's Potential Annexation Area Chapter 3 — Framework Policies • Page 4 — Adds language pertaining to the Countywide Planning Policies requirements concerning Urban and Manufacturing/Industrial Centers • Page 5 — Provides for possible expansion of the Manufacturing/Industrial Center • Page 9 — Adds language concerning open space and the protection of environmentally sensitive areas. Chapter 11 — Utilities- Planner Bill Osborne identified changes to the Utilities element. • Page 7 — Adds language to include data on electromagnetic fields and updates to the fiber- optics network within Kent and the Potential Annexation Area, mainly focusing on cable television service • Revises language to change Puget Power to Puget Sound Energy Revises language to address efforts undertaken by Puget Sound Energy with the State legislature to evaluate • and establish ways of managing EMF levels, and ensuring that the facilities of Puget Sound Energy follow design guidelines for electric and magnetic field levels Mr Osborne stated that these facilities would be sited in a way that would create the least impact on the health, safety and welfare of Kent's citizens Land Use and Planning Board Minutes October 28, 2002 Page 2 of 3 Mr. Osborne stated that Information has been added concerning cable television service, and utility company providers such as electrical, natural gas, telephone service New maps also have been Included In response to Mr Malik's request that Smith Dairy Farms be recognized as a historic landmark, Ms Wessen said that this issue could be addressed through the Historic Preservation Ordinance Mr Osborne said that the Community Design Element of the Comprehensive Plan has a section which addresses historic preservation and that perhaps language could be added which recognizes the presence of Smith Dairy Farms in Kent for over 100 years Thomas MOVED and Johnson SECONDED to open the public hearing Motion CARRIED Tom Sharp, 24254 143rd Ave. SE, Kent, WA inquired how the City defines single family attached housing within multifamily zones Ms Wessen stated that multifamily housing includes condominiums, townhouses and apartments and single family housing includes mobile homes and single family detached units Mr Sharp stated that many townhouses and condominiums are sold as single family That increases the percentage of single family housing in Kent Townhouses and condominiums are economically viable for the City and should be reflected in the Community Profile element Ms Wessen stated that the housing statistics were compiled from Census Bureau data and uses the Bureau's methodology to aggregate information • Chair Harmon recommended adding wording that would indicate which condominiums or townhouses are owner occupied Planning Manager Anderson stated that staff could include information on how many condominium developments exist in Kent. Les Thomas MOVED and David Malik SECONDED to close the Public Hearing. Motion CARRIED Les Thomas MOVED and Jon Johnson SECONDED to approve CPA-2002-1 Comprehensive Plan Update Chapters 1, 2, 3 and 11 as recommended by Staff and send this on to City Council. Motion CARRIED unanimously ADJOURNMENT Chair Harmon adjourned the meeting at 7.40 p m.
