Secretary Les Thomas LUPB MEMBERS ABSENT: David Malik, Excused Deborah Ranniger, Excused • Mobile Home Park Relocation Assistance Planner William Osborne presented an overview of the proposed updates to Kent's Mobile Home Park Code For those owners wishing to close a mobile home park, they would need to submit to the City of Kent for review and approval plans that guide and direct the closure Chair Harmon asked if there was language in the ordinance to pre-empt park closure Mr Osborne responded that any land use action for the mobile home park would require submittal and approval of a relocation plan In response to Chair Harmon's question regarding appeals, Kim Adams-Pratt stated language could be added to allow appeals, probably designating plan approval as a Process I application appealable to the Hearing Examiner. Chair Harmon desires a "level playing field" for both owner and tenant and the ability for both to have available a process for appealing the determination of the Human Services Manager regarding the relocation assistance plan Responding to Mr. Thomas, Mr Osborne stated there were 23 mobile home parks in Kent. Notices of the workshop were sent to owners and tenant spaces in mobile home parks located both in Kent and in the Potential Annexation Area of Kent Approximately 300 mailings were returned, perhaps because some tenants have PO Boxes rather than mailboxes at the park Steve Dowell moved and Les Thomas seconded a motion to send this issue to a public hearing on August 26 at 7 00 PM Motion passed Discussion occurred on means of notification for the public hearing. .
