PUBLIC HEARING
NOVEMBER 25, 2002
The meeting of the Kent Land Use and Planning Board was called to order by Chair Ron
Harmon at 7 00 p m on Monday, November 25, 2002 in Chambers West of Kent City Hall.

APPROVAL OF MINUTES
Jon Johnson MOVED and Les Thomas SECONDED to approve the Minutes of October 28,
2002 Motion CARRIED. i
ADDED ITEMS TO THE AGENDA
Planning Manager Charlene Anderson suggested that the October 28th motion to send Chapters
1, 2, 3 and 11 to City Council be withdrawn, then restated approving staff's recommendation for
forwarding on to City Council at such time that all the elements have been reviewed by the Board

NOTICE OF UPCOMING MEETINGS
None
Les Thomas MOVED and Jon Johnson SECONDED to amend the original motion of October
28, 2002 to forward the Comprehensive Plan Update, Chapters 1,2, 3 and 11 on to City Council
for approval Motion CARRIED.
Les Thomas MOVED and Jon Johnson SECONDED to withdraw the previous motion to amend
the original motion of October 28, 2002 to forward the Comprehensive Plan Update, Chapters 1,
2, 3 and 11 on to City Council for approval Motion CARRIED
Les Thomas MOVED and David Malik SECONDED to w1thdraw the original motion from
October 28, 2002 to send Chapters 1,2, 3 and 11 on to City Council as approved by the Board.
Motion CARRIED. This motion retains the approval of Chapters 1,2,3 and 11 but allows them to
be forwarded to Council as a complete package when all Elements and Chapters are approved
CPA-2002-1 COMPREHENSIVE PLAN UPDATE —CH.6&7 HOUSING & HUMAN SERVICES
Planner Gloria Gould-Wessen explained that the focus of the Comprehensive Plan updates
includes reviewing policies and regulatory data, gathering information to amend maps, images,
and graphs as well as drafting changes to text, goals and policies
Ms Wessen stated that the Land Use and Planning Board will review each element of the
Comprehensive Plan at workshops, followed by individual hearings on each element with a final
Board hearing to be held on the complete Comprehensive Plan document She stated that the
Board would make a recommendation on the complete Comprehensive Plan document to the
Mayor who will forward the Board's recommendations to Council for consideration of approval
and adoption.
Ms Wessen stated that the Housing and Human Services Elements have been updated to

reflect the past seven years of change within the community.
CHAPTER 6— HOUSING ELEMENT
Ms Wessen stated that community statistics have been updated using the 2000 Census. She
stated that time sensitive materials have been revised or removed
Ms Wessen stated that language has been revised to support the City's new Consolidated Plan
and the Element has been reformatted for ease of use by service providers, agencies and City
staff
Ms Wessen stated that sections of the Housing Element have been revised based on the 2000
Census data pertaining to population trends, housing costs, household income, household
types, housing stock composition and housing affordability She stated that new sections of this
Element pertain to special needs populations, fairness in housing, housing resources and
assisted housing
Ms Wessen stated that the Consolidated Plan addresses the use of Federal Community
Development Block Grant Funds to assist low and moderate-income residents with housing and
to support community development
Ms Wessen stated that staff has added information concerning housing capacity and targets in
Kent and the potential annexation area She stated that staff has added the Census's definition
of home ownership and maintained language for providing incentives and working in partnership
with nonprofits and developers to provide affordable housing Ms Wessen stated that staff has
deleted redundant policies and language promoting current use taxation for housing She
stated that policies have been revised for clarity and a new policy added pertaining to the
preservation of mixed-used buildings that are historically significant
CHAPTER 7 - HUMAN SERVICES ELEMENT
Ms Wessen stated that language found in the Goals and Policies section has been revised for
ease of use and to support the City's Consolidated Plan She stated that language revisions
relate to community and human service needs, Kent history and human services, and the City's
role in human services
Chair Harmon declared the Public Hearing open. Seeing no speakers, David Malik MOVED
and Nicole Fincher SECONDED to close the Public Hearing Motion CARRIED
David Malik MOVED and Nicole Fincher SECONDED to accept the proposed revisions to
Chapter's 6 and 7, Housing and Human Services Elements as recommended by Staff Motion
CARRIED
ELECTION OF OFFICERS
Chair Harmon opened the meeting for nominations.
Nicole Fincher NOMINATED and Les Thomas SECONDED a motion to appoint Ron Harmon to t
the position of Chair Ron Harmon accepted
David Malik NOMINATED and Steve Dowell SECONDED a motion to appoint Nicole Fincher to
the position of Vice Chair Nicole Fincher accepted.
ADJOURNMENT
Chair Harmon adjourned the meeting at 7.15 p.m
