HomeMy WebLinkAboutCity Council Committees - Public Works/Planning - 03/21/2005PUBLIC WORKS COMMITTEE MINUTES March 21, 2005 COMMITTEE MEMBERS PRESENT: Committee Chair Bruce White and Committee Members Ron Harmon and Debbie Raplee The meeting was called to order by Committee Chair Bruce White at 5:45 P.M. Item # 6 (Environmental Engineer II Position) was pulled from the agenda. The item will be placed on the April 5th Operations Committee agenda. Two items were added to the agenda; Pacific Highway Construction Approval and Detour signs along the 228th Street construction. Approval of Minutes Dated February 28, 2005 Committee Member Ron Harmon moved to approve the minutes of February 28, 2005. The motion was seconded by Debbie Raplee and passed 3-0. Waste Reduction and Recycling Grant Agreement Mike Mactutis, Environmental Engineering Supervisor said this amendment updates the Waste Reduction and Recycling Grant Agreement to distribute the 2005 grant funds to the City for recycling events and training. Debbie Raplee moved to recommend authorization for the Mayor to sign the Waste Reduction and Recycling Grant Contract Amendment in the amount of $84,241, direct staff to accept the grant and establish a budget for the funds to be spent within said project. The motion was seconded by Ron Harmon and passed 3-0. Transportation Improvement Board Grant Agreement for Pacific Highway South – South Phase Mark Howlett, Design Engineering Supervisor stated this is for the construction phase of the City’s Pacific Highway South HOV Lanes South Phase. In order to proceed to construction the City must accept the grant by signing the “Fuel Tax Grant Distribution Agreement. Ron Harmon moved to recommend authorizing the Mayor to sign the Transportation Improvement Board “Fuel Tax Grant Distribution Agreement” for the Pacific Highway South HOV Lanes South Phase Project and authorize the establishment of the budget for same along with directing staff to spend the money accordingly. The motion was seconded by Debbie Raplee and passed 3-0. Transportation Improvement Board (TIB) Grant Agreement for the 277th Street Corridor Extension – Kent Kangley Road (SR516) to SE 256th Street Project. Mark Madfai, Sr. Project Engineer said this grant agreement authorizes the City to obtain reimbursement for the design phase of the 277th Street extension – Kent Kangley Rd. (SR516) to SE 256th St. Mark said the project would be done in two phases, first phase would be to underground the power and the second phase would be construction. Work on the acquisition of the Right-of-Way needed for this project has just begun. Debbie Raplee moved to authorizing the Mayor to sign the Transportation Improvement Board “Fuel Tax Grant Distribution Agreement” for the 277th Street Corridor Extension-Kent Kangley Road (SR516) to SE 256th Street Project and authorize the establishment of the budget for same along with directing staff to 2 spend the money accordingly. The motion was seconded by Ron Harmon and passed 3-0. Modification of Side Sewer Code-Amending Kent City Code section 7.08 Larry Blanchard, Public Works Director stated the proposed ordinance would make changes to the 1972 edition of the Side Sewer Code to update it to current standards and practices. Ron Harmon moved to recommend the Council adopt the proposed ordinance that amends Ch. 7.08 of the Kent City Code updating the Side Sewer Code to current standards and practices. The motion was seconded by Debbie Raplee and passed 3- 0. Pacific Highway South HOV Lanes Construction Contract Approval Tim LaPorte, Design Engineering Manager said this project has a very critical time schedule and in order to meet the schedule the Public Works Department is requesting the Mayor be granted prior authorization to approve the contract, thus eliminating the requirement to seek Council approval after the bid opening. Debbie Raplee moved to recommend granting the Mayor advanced authorization to sign the Construction Contract for the Pacific Highway South HOV Lanes Project subject to the lowest responsive and responsible bid being within the approved budget and subject to the approval of the Public Works Director and the City Attorney. The motion was seconded by Ron Harmon and passed 3-0. Detour Signs along S. 228th Street Mel Roberts, 9421 S. 241st Street, Kent, WA 98030 presented a letter to the committee asking that additional detour signs for cyclists be placed near the construction site for the new S. 228th St. Bridge. Stan Wade, Construction Engineering Manager said the issue had been discussed at the construction meeting and additional signs will be posted more clearly marking the detour.
