COMMITTEE MEMBERS PRESENT: Committee Chair Bruce White and
Committee Member Ron Harmon
The meeting was called to order by Committee Chair Bruce White at 5:10 P.M.
Approval of Minutes Dated February 7, 2005
Committee Member Ron Harmon moved to approve the minutes of February 7, 2005.
The motion was seconded by Bruce White and passed 2-0.
WSDOT Participation Agreement for Pacific Highway South – South Phase
Mark Howlett, Design Engineering Supervisor said this agreement is between the City of
Kent and WSDOT for the City to overlay Pacific Highway South from S. 252nd Street to
S. 272nd Street (South Phase) with the State reimbursing the City of same.
Ron Harmon moved to recommend authorizing the Mayor to sign an the WSDOT
Participation Agreement in the estimated amount of $786,129 for construction of the
Pacific Highway South (State Route 99) Asphalt Pavement Overlay upon
concurrence of the language therein by the Public Works Director and the city
Attorney and to establish a budget for the same along with directing staff to spend
the money accordingly. The motion was seconded by Bruce White and passed 2-0.
WSDOT Participation Agreement for Pacific Highway South – North Phase
Mark Howlett, Design Engineering Supervisor stated this agreement was the same as the
previous item on the agenda. This agreement is for the North Phase of the Pacific
Highway South project, Kent-Des Moines Road to S. 252nd St. Mark said City staff have
been keeping the business owners in the area updated on the project.
Ron Harmon moved to recommend authorizing the Mayor to sign an the WSDOT
Participation Agreement in the estimated amount of $708,871 for construction of the
Pacific Highway South (State Route 99) Asphalt Pavement Overlay upon
concurrence of the language therein by the Public Works Director and the city
Attorney and to establish a budget for the same along with directing staff to spend
the money accordingly. The motion was seconded by Bruce White and passed 2-0.
Fish and Habitat Surveys of Selected Kent Streams Contract
Bill Wolinski, Environmental Engineering Manager said this contract is with R2
Resource Consultants to sample 28 stream locations for salmonid use and stream habitat
health within the City of Kent.
Ron Harmon moved to recommend authorizing the Mayor to sign the Fish and
Habitat Surveys of Selected Streams Within the City of Kent Related to the Critical
Areas Ordinance contract with R2 Resource Consultants in the amount of $79,745,
and direct staff to utilize these funds to collect fisheries information necessary for
implementing the Critical Areas Ordinance. The motion was seconded by Bruce
White and passed 2-0.

Lindental Wet Well Recoating – Accept as Complete
Larry Blanchard, Public Works Director stated this contract exceeded the original bid by
over 10% so the Public Works Department is seeking committee concurrence prior to
seeking full council acceptance. The original coating bond failed on this project resulting
in higher time, material and equipment costs for the contractor.
Ron Harmon moved to recommend the full Council acceptance of the project as
complete upon standard releases from the state and release of any liens. The motion
was seconded by Bruce White and passed 2-0.
King County Interlocal Agreement - Authorize
Lori Flemm, Parks Planning Superintendent, stated that this Interlocal Agreement with
King County would be for maintenance and construction services on an “on call” basis
because the County typically can provide these services efficiently and cost effectively.
Ron Harmon moved to recommend the Council authorize the Mayor to sign the
King County Interlocal Agreement for maintenance and construction services with
the City of Kent, subject to review by the City Attorney. The motion was seconded
by Bruce White and passed 2-0.
Council Chair Bruce White noted that Council Member Debbie Raplee was unable to
attend the meeting and no alternate was available. Debbie will be contacted to get her
concurrence of the items, if she concurs the items will be placed on the Consent calendar
for the March 15, 2005 City Council Meeting.
