The Kent City Council Parks and Human Services Committee was called.to order at by Tim
Clark at 4:25 p.m.
Committee members present: Tim Clark, Debbie Raplee
Committee members absent: Deborah Ranniger had an excused absence
1. Approval of Minutes
Raplee moved to approve the minutes of the Parks and Human Services Committee
meeting of January 20, 2005. Clark seconded., Ranniger concurred by telephone and the
motion passed.3-0.
2. HOME Interlocal Amement Amendment-Approve
The Joint Recommendations Committee (JRC) is the inter jurisdictional policy body that
guides the investment of the city's federal housing and community development funds, as
well as those of the new Regional Affordable Housing Program.
The King County Council adopted this amendment OD March 15, 2004 to expand
representation by the participating cities on the JRC from five to seven, and to decrease
the King County representation from four to three. Representation on the JRC is
increased in particular for the cities of Bellevue, Auburn and Kent; cities who participate
only in the HOME program. A rotation schedule ensures that each of the cities has two
years on the JRC and one year off,
Raplee moved to recommend approving the Mayor to sign.the HOME Interlocal
Cooperative Agreement Amendment. Clark seconded, Ranniger concurred by telephone
and the motion passed 3-0.
3. Human Services Consolidated Annual Performance and 1,valuation Report-
Approve
The 2004 Consolidated Annual Performance and Evaluation Report (CAPER) for the
City of Kent, Washington is a report to the U.S. Department of Housing and Urban
Development(HUD) on the City's activities and accomplishnients using Community
Development Block Grant (CDBG) and other funds. The report is required by HUD
annually and must be submitted by March 31, of each year. The report includes
infon-nation.on how CDBG funds were used to further the goals and strategies of the
Consolidated Plan, as well as other activities executed by the City.
Discussion followed concerning the proposed cuts by the Federal government and
subsequent impacts to the city's low income program funding.

Raplee moved to recommend approving the 2004 Consolidated Annual Performance and
Evaluation Report and. authorizing the Mayor to submit the report to HUD. Clark
seconded, Ranniger concurred by telephone and the motion passed 3-0.
4. Kinr County Funds for Kent Pool— Accept And Amend ffiid�e
In the 2003 agreement with King County to transfer the Kent Pool, the County agreed to
pay the City of Kent $50,000.00 over two years to fund capital. repairs at the pool. This
payment of$25,000.00 is the second and final installment of these funds.
Raplee moved to recommend accepting the $25,000.00 from King County and
authorizing expenditure of funds in the Aquatic Budget. Clark seconded, Ranniger
concurred by telephone and the motion.passed 3-0.
5. National Fish and Wildlife Fomidation Grant-Accept and Amend Midge
The City of Kent has been awarded a King County Water Works Grant from the National
Fish and Wildlife Foundation for Phase 11 and III restoration projects at the Clark Lake
outfall (Wandering Creek).
The outfall stream project will.benefit Coho salmon, Chinook salmon and Bull trout
through re-establishment of a 250 foot stream channel, in-stream improvements and
stream corridor riparian restoration.
Raplee moved to recommend accepting the $75,000.00 King County Water Works Grant,
authorizing the expenditure of funds in the Clark Lake Outfall,budget and approving the
Mayor to sign the agreement from the National Fish and Wildlife Foundation. Clark
seconded, Ranniger concurred by telephone and the motion passed 3-0.
6. 2005 Potential Grant Aimfication List
Staff actively research and apply for various grants throughout the year to help defray the
costs of acquisition and development of park land. Some of the potential. granting
agencies are: King Conservation District King County Waterworks, The Interagency
Committee for Outdoor. Recreation, King County Youth Sports Facilities, Starbucks
Neighborhood, Department of Natural Resources, King Conservation Futures and
Community Development Block Grants.
